Suomija
Seimas 1917 m. gruodžio 6 d. paskelbė nepriklausoma respublika. 1918 m. sausį kilo pilietinis karas, kurį pradėjo bolševikams artimi kairieji socialdemokratai. Tautinės Suomijos jėgos po kelių mėnesių kovų su Vokietijos kariuomenės daliniais sutriuškino “raudonuosius”. Priėmė konstituciją. Šaliai darė didelę įtaką socdemai. Ekonominiai sunkumai, komunistų veiklos suaktyvėjimas lėmė “Lapua” susikūrimą, kuris ragino pertvarkyti šalies gyvenimą Italijos pavyzdžiu (B. Musolini). “Lapua” mėgino įvykdyto žygį į Helsinkį, o 1932 m. nuversti vyriausybę. “Lapua” judėjimas buvo uždraustas. Suomija išliko parlamentine demokratinevalstybe. Pasižymėjo aukštos kokybės popieriumi, elektros gamyba, turėjo daug hidroelektrinių. K. Manerheimas (1867-1951) – Suomijos karinis ir politinis veikėjas, kariuomenės vadas, prezidentas. Jo vardu pavadinta Manerheimo linija.
Estija
1918 m. vasario 24 d. nepriklausomybės manifestas. Dėl nepriklausomybės kovojo su Sovietų Rusijos remiamais vietos bolševikais, vokiečių okupacine valdžia. Estus parėmė suomiai atsiuntę 2 tūkst. savanorių. 1920 m. vasario 2 d. Tartu taikos sutartis tarp Estijos ir Tarybų Rusijos, ja pasibaigė Estijos kovos dėl nepriklausomybės. Estija – demokratinė respublika. Vyriausybė buvo labai nepastovi – 1919-1933 net 20 vyriausybių. 1924 m. komunistai megino vykdyti perversmą. Vabsai – radikalus tautinių pažiūrų judėjimo nariai, dalyvavę nepriklausomybės kare. Jiems vadovavo Artūras Sirkas. Vabsai ragino įvesti stiprią prezidento valdžią, pakeisti valstybinę santvarką, sukurti “antrąją respubliką”. 1933 m. vabsų iniciatyva priimta nauja šalies konstitucija, valstybės prezidento pareigybė. 1934 m. kovo mėn. vyriausybės pirmininkas K. Piatsas paskelbė nepaprastąją padėtį, kad sutrukdytų vabsų kandidato pergalei. Remiamas kariuomenės K. Piatsas įvėdė autoritarinį valdymą. Parlamentas turėjo plačius įgaliojimus, pirmininkas buvo ir valstybės galva. Visur augo žemės ūkio produkcija; žemės ūkio reformos.
Konstantinas Piatsas (1874-1957) – pirmasis Estijos prezidentas, vienas aktyviausių ir įtakingiausių tarpukario Estijos politikų.
Lietuva, Latvija ir Estija 1934 m. rugsėjo 12 d. Baltijos santarvės sutartis pasirašyta Ženevoje, kuria šalys įsipareigojo tarpusavyje tartis visais užsienio politikos bendros svarbos klausimais, teikti viena kitai politinę ir diplomatinę pagalbą tarptautiniuose santykiuose.
Latvija
1918 m. lapkričio 18 d. Tautos taryba paskelbė šalies nepriklausomybę. Varžėsi tautinė, bolševikų ir provokiška vyriausybės. Kovojo ir su bermontininkais, bet latviams padėjo Didžioji Britanija ir Prancūzija. 1920 m. rugpjūčio 11 d. Rygos sutartis su Sovietų Rusija, kuria pasibaigė Latvijos nepriklausomybės karas. Vokiečiai padėjo latviams kovoti prieš bolševikus, bet vis tiek sunaikino Latvijos padėti, norėdami turėji ją savo įtakoje. 1920 m. balandžio mėn. Steigiamasis Seimas išleido konstitucija. Iki 1934 m. parlamentinė respublika. Dominavo socialdemokratai. Karlis Ulmanis (1877-1942) – pirmasis ir daugkartinis Latvijos ministras pirmininkas. 1934 m. gegužės 15 d. Ulmanis įvedė karo padėtį, paleido Seimą, uždraudė partijų politinį gyvenimą. 1936 m. patapo ir Latvijos Respublikos prezidentu. 1936-1939 m. Kegmuso hidroelektrinė. Latvija gamino avalynę, žemės ūkio mašinas, VEF gamino radijo ir telefono aparatus, “Minox” fotoaparatai. Mokėjo pašalpas susižalojus, netekus darbo.
Suomijos, Estijos ir Latvijos Nepriklausomybės paskelbimas, įtvirtinimas ir politinė raida
Pirmasis pasaulinis karas, pasibaigęs Rusijos imperijos suirimu ir Vokietijos pralaimėjimu, suteikė galimybę Suomijai, Estijai, Latvijai ir Lietuvai pasiekti nepriklausomybę. Kelias į nepriklausomybę šiose šalyse turėjo bendrų bruožų, bet nemažai ir skirtumų.
Greičiausiai susidariusia padėtimi pasinaudojo Suomija, turėjusi Rusijos imperijoje labai plačią autonomiją ir laisvo politinio gyvenimo patirtį. Suomijos seimas 1917 m. gruodžio 6 d. paskelbė šalį nepriklausoma respublika. Ją greitai pripažino Rusijos bolševikų vyriausybė, bet 1918 m. sausio mėn. Suomijoje prasidėjo pilietinis karas. Pietinėje šalies dalyje, taip pat sostinėje Helsinkyje valdžią paėmė kairieji socialdemokratai, artimi rusų bolševikams, sukūrę Raudonąją gvardiją, remiami darbininkų ir smulkiųjų valstiečių – nuomininkų. Tačiau tautinės Suomijos jėgos, palaikomos nedidelių Vokietijos kariuomenės dalinių, po kelis mėnesius trukusių kovų sutriuškino „raudonuosius“.
Jausdami pavojų iš kaimynės Sovietų Rusijos suomiai priėmė konstituciją, demokratinę parlamentinę sistemą siejančią su stipria prezidento valdžia. Laisvai veikė visos politinės partijos, išskyrus komunistus. Socialdemokratai tapo pirmąja parlamento partija, nors ne visada dalyvaudavo vyriausybėje. Tačiau ir būdami opozicijoje jie sugebėjo veiksmingai ginti nepasiturinčių gyventojų sluoksnių interesus, paskatinti parlamentą priimti pažangius socialinės rūpybos įstatymus. Vis dėlto nemažos Suomių dalies gyvenimo sąlygos buvo nelengvos ir jos dar pablogėjo pasaulinės ekonominės krizės metais. Ekonominiai sunkumai, komunistų veiklos suaktyvėjimas lėmė tautinio judėjimo „Lapua“ susikūrimą, raginusį pertvarkyti valstybės gyvenimą Italijos pavyzdžiu. Sekdami Musoliniu judėjimo dalyviai organizavo „Valstiečių žygį“ į Helsinkį, o 1932 m. mėgino pradėti sukilimą vyriausybei nuversti. „Lapua“ judėjimas buvo uždraustas, o atgaivintas kitu pavadinimu veikė legaliomis priemonėmis ir beveik prarado įtaką. Suomija išliko parlamentinė demokratinė valstybė.
1917 m. Rusijos įvykių paskatinti sujudo estai. 1918 m. vasario 24 d. buvo paskelbtas nepriklausomybės manifestas, kuriuo vyriausioji valdžia buvo perduota Gelbėjimo komitetui. Jam vadovavo žymus tautinio atgimimo veikėjas Konstantinas Piatsas. Kovoti teko ne tik su Sovietų Rusijos remiamais vietos bolševikais, bet ir su nenorėjusia pripažinti nepriklausomybės vokiečių okupacine valdžia. Vokiečių kariuomenei pasitraukus, 1919 m. pradžioj e beveik pusė šalies teritorijos buvo užimta bolševikų, kurie paskelbė vadinamąją Estijos darbo komuną. Kovose su jais estus parėmė suomiai, pasiuntę 2 tūkst. savanorių. Iki vasario mėn. pabaigos Estijos kariuomenė išstūmė Raudonąją armiją, bet teko dar nuslopinti komunistų vadovaujamą sukilimą Saremos saloje. Karo veiksmai remiant rusų baltagvardiečius buvo perkelti į Rusijos teritoriją, užimtas Pskovo miestas. 1920 m. vasario 2 d. Tartu taikos sutartimi Sovietų Rusija pripažino Estijos nepriklausomybę ir jos sienas. Estija pagal Steigiamojo susirinkimo priimtą konstituciją tapo demokratinė respublika. Parlamentas turėjo plačius įgaliojimus, o jo pirmininkas buvo ir valstybės galva, nesant atskiros prezidento pareigybės. Dėl partijų nesutarimų šalies vyriausybė buvo labai nepastovi. 1919-1933 m. pasikeitė net 20 vyriausybių, grėsmę kėlė ir komunistai, 1924 m. pabandę įvykdyti valstybės perversmą.
Valdžios silpnumas, valdininkų korupcija ir krizės sukelti sunkumai sudarė palankias aplinkybes iškilti radikaliam tautiniam nepriklausomybės karo dalyvių judėjimui, vadinamiesiems vabsams, kuriems vadovavo jaunas, gabus ir iškalbingas politikas, advokatas Artūras Sirkas. Jis ragino įvesti stiprią prezidento valdžią ir apskritai pakeisti valstybės santvarką, sukurti „antrąją respubliką“. Vabsų judėjimas kartais vadinamas fašistiniu, bet jis nebuvo priešiškas tautinėms Estijos mažumos. Užtat vabsus rinkimuose paremdavo daugelis rusų, gyvenusių rytiniuose Estijos pakraščiuose. Vabsų iniciatyva, 1933 m. pabaigoje buvo priimta jų parengta nauja šalies konstitucija ir įkurta valstybės prezidento pareigybė, suteikianti jam didelių įgaliojimų. Tačiau politinė įtampa krašto viduje nesusilpnėjo. 1934 m. kovo mėn. vyriausybės pirmininkas Konstantinas Piatsas prezidento rinkimų išvakarėse paskelbė nepaprastąją padėtį, kad sutrukdytų vabsų kandidato pergalei. Remiamas kariuomenės jis įvedė autoritarinį valdymą, uždraudė vabsų judėjimą, paleido parlamentą. Buvo priimta nauja, trečioji Estijos konstitucija, kuri įsigaliojo 1938 m. sausio 1 d. Ji šešeriems metams įtvirtino nuosaikų K. Piatso, išrinkto prezidentu, autoritarizmą. Išrinktas ir dvejų rūmų parlamentas, bet jo įgaliojimai lyginant su prezidento buvo nedideli.
Latvijoje 1918 m. lapkričio 18 d. Tautos taryba paskelbė šalies nepriklausomybę. Tačiau 1919 m. pavasarį šalyje buvo net trys besivaržančios vyriausybės: tautinė, bolševikų, provokiška. 1919 m. sausio pradžioje latvių raudonieji šauliai ir kiti Raudonosios armijos daliniai užėmė beveik visą Latviją, išskyrus Liepojos regioną. Tačiau nesulaukusi didesnio krašto gyventojų pritarimo sovietų valdžia ilgiau išsilaikyti nepajėgė. Latvijos padėtį sunkino vokiečių karimų dalinių veiksmai. Jie kovojo su bolševikais, bet drauge stengėsi įtvirtinti Latvijoje vietos vokiečiams palankią valdžią. Todėl teko pradėti kovą ir su bermontininkais. Mūšiuose prieš juos latvių tautinę vyriausybę parėmė Didžiosios Britanijos ir Prancūzijos karo laivai, tada buvę Baltijos jūroje, ir estų kariuomenė. Bermontininkai buvo sumušti ir nustumti Lietuvos link. Nepriklausomybės kovos baigėsi. 1920 m. rugpjūčio 11d. Rygoje pasirašyta sutartis su Sovietų Rusija, kuri pripažino Latvijos nepriklausomybę ir sienas.
1920 m. balandžio mėn. buvo išrinktas Steigiamasis Seimas, jis priėmė Latvijos konstituciją. Iki 1934 m. Latvija buvo parlamentinė respublika, Seimas rinko prezidentą, turėjusį nedidelių įgaliojimų. Stipriausia politinė jėga buvo socialdemokratai (Latvijos socialdemokratų darbininkų partija), bet ji dažniausiai laikėsi opozicijoje. Jiems atsvara tapo centristinės partijos, o pirmiausia pasiturinčiųjų valstiečių interesus gynusi Ūkininkų sąjunga. Jai vadovavo pirmasis ir daugkartinis Latvijos ministras pirmininkas Karlis Ulmanis (1877-1942).
Pasaulinės ekonominės krizės metais šalyje labai išaugo politinė įtampa. Atsirado kraštutinių dešiniųjų organizacijų turėjusių nedaug narių tačiau rėksmingų. Jos kaltino valdžią nesugebėjimu tvarkyti šalį, pataikavimu tautinėms mažumoms. Kitaip nei Estijos vabsai, jos kurstė priešiškumą šioms mažumoms, pirmiausia žydams, skelbė šūkį „Latvija latviams“. Antra vertus, socialdemokratai kaltino vyriausybę nuolaidžiavimu kraštutinėms organizacijoms. Ministras pirmininkas K. Ulmanis pasiūlė naujos konstitucijos projektų numatantį sustiprinti prezidento ir vyriausybės galią apribojant Seimo įstatymų leidimo veiklą. Seimui šį projektą atmetus, 1934 m. gegužės 15 d. Ulmanis Šaulių sąjungos narių (aizsargų) padedamas įvedė karo padėtį, paleido Seimą ir uždraudė politinių partijų veiklą. Formaliai liovėsi veikusi ir Ūkininkų sąjunga, bet jos veikėjai užėmė visas aukštesnes valstybės administracijos pareigas. Ulmanis tapo Latvijos diktatoriumi: priemonės prieš opoziciją buvo griežtesnės negu Lietuvoje po 1926 m. gruodžio perversmo, o juo labiau Estijoje. 1936 m. ankstesniajam prezidentui baigus savo kadencijų Ulmanis tapo ir Latvijos Respublikos prezidentu.
Suomijos, Estijos ir Latvijos ekonominė raida
Nepriklausomybę atgavusios šalys savo ekonominę gerovę susiejo su žemės ūkio reforma. Taip buvo tikimasi jau pradiniame nepriklausomybės etape bent iš dalies išspręsti socialines kaimo problemas ir užkirsti kelią komunistinėms idėjoms plisti. Estijoje ir Latvijoje, kur didžiuma dvarų priklausė vokiečiams (Baltijos baronams), valstybės, nesuteikusios jokios kompensacijos, nusavino beveik visas dvarų žemes ir jas paskirstė valstiečiams bei smulkiesiems ūkininkams. Suomijoje reforma buvo gana nuosaiki. Pagal ją žemę savo nuosavybėn gavo smulkūs nuomininkai, o didesnių kaip 200 ha ūkių žemės perviršis buvo valstybės išpirktas. Norintieji galėjo jos įsigyti rinkos kaina. Iš viso Suomijoje įvykdžius žemės reformą 117 tūkst. nuomininkų tapo savininkais, o 27 tūkst. nedidelių sklypų atiteko kaimo darbininkams.
Trijų Baltijos šabų ūkis nepriklausomybės pradžioje pergyveno didelių sunkumų. Ne tik Latvijos, smarkiai nukentėjusios dėl Pirmojo pasaulinio karo mūšių bet taip pat Estijos ir Suomijos. Visų jų pramonė, netekusi Rusijos rinkos, buvo priversta sumažinti gamybą. Didžiųjų pramonės įmonių pajėgumas negalėjo būti pakankamai panaudojamas Estijoje. Taip atsitiko su didžiuliais Krenholmo tekstilės fabrikais, Talino laivų ir vagonų statyklomis. Gerokai sumažėjo Rygos, Liepojos, Talino jūrų uostų įvežamų ir išvežamų prekių apyvarta. Vis dėlto jūrų verslai išlaikė savo reikšmę. Estijos ir Latvijos žvejai sugaudavo daug žuvies, visos trys valstybės turėjo gerą prekybos laivyną.
Tuo tarpu pramonėje teko kurti ir naujų šakų didinti produkciją vidaus vartojimui ir ypač tokių prekių kurios turėjo paklausą Vakarų Europos ir Baltijos šabų kaimynių rinkose. Sparčiausiai pramonė augo Suomijoje, kur XX a. pradžioje ji buvo menkesnė nei Estijoje ar Latvijoje. Turėdama didžiulius miškų plotus Suomija plėtojo medžio apdirbimo pramonę, ypatingai aukštos kokybės popieriaus gamybą, kurio eksportu 4-ąjį dešimtmetį ėmė pirmauti pasaulyje. Plėtojosi metalo apdirbimas ir mašinų gamyba, didėjo elektros energijos gamyba, nes prie sraunių upių buvo pastatyta daug hidroelektrinių.
Estijoje palaipsniui atsigavo tekstilės ir mašinų gamybos pramonė, nors jos gamybos apimtys nepasiekė prieškario lygio. Užtat labai išaugo gavyba degamojo skalūno, daugiausiai naudojamo kurui, taip pat chemijos pramonėje – tepalams ir benzinui gaminti. 4-ąjį dešimtmetį pramonės gamyba sparčiai didėjo Latvijoje, Ypatingai K. Ulmanio diktatūros metais, kada tam ypatingą dėmesį skyrė valstybė. 1936-1939 m. ant Dauguvos buvo pastatyta didelė Kegumso hidroelektrinė. Valstybinis elektrotechnikos fabrikas Rygoje, garsusis VEF’as, gamino radijo ir telefono aparatus, daugiausiai eksportui. Taip pat Latvija gamino fotoaparatus „Minox“, aukštos kokybės avalynę, audinius, žemės ūkio mašinas. Didelės reikšmės turėjo ir laivų statyba.
Visose trijose šalyse nepriklausomybės metais išaugo žemės ūkio produkcija. Suomijoje buvo išplėsti dirbamos žemės plotai, be rugių ir miežių, imta auginti kviečius. 4-ojo dešimtmečio pabaigoje daugiau kaip 90 proc. visų sunaudojamų grūdų Suomija užsiaugindavo pati. Plėtojosi ir gyvulininkystė, bet jos produktų Suomija tarpukariu eksportuodavo nedaug – kitaip nei Estija, ypatingai Latvija, kurios smarkiai padidino grūdų ir gyvulininkystės produktų gamybą. Jos dideliais kiekiais eksportuodavo mėsą ir sviestą. 1938 m. Latvija išvežė 23,5 tūkst. tonų sviesto ir užėmė šeštą vietą pasaulyje pagal jo eksportą. Atitinkamai Estija eksportavo 14,7, o Lietuva 17,4 tūkst. tonų. Latvija smarkiai padidino cukraus gamybą ir 4-ojo dešimtmečio pabaigoje tapo jo eksportuotoja.
Latvijos ir Estijos valdžia per visą nepriklausomybės laikotarpį, ypatingai 4-ojo dešimtmečio antrojoje pusėje, labai rūpinosi žemės ūkio modernizavimu ir gamybos didinimu: už eksportuojamą produkciją buvo mokamos premijos, lengvatinėmis sąlygomis teikiami kreditai, valstybė padengdavo dalį valstiečių perkamų mineralinių trąšų, žemės ūkio mašinų, statybinių medžiagų kainos. K. Ulmanis net sakė, kad niekur valdžia taip nesirūpina ūkininkais kaip Latvijoje. Tiesa, mažažemių, ypač samdinių, gyvenimo sąlygos buvo sunkios, atlyginimas menkas. Vis dėlto į Latviją vykdavo ir darbo žemės ūkyje gaudavo samdiniai iš valstybių kaimynių – Lenkijos ir Lietuvos.
Pasaulinės ekonominės krizės metais visos trys šalys pergyveno daug bėdų, tačiau jau nuo 1933 m. prasidėjo gamybos pakilimas – tai leido išlaikyti ir plėsti socialinę rūpybą. Pirmavo Suomija, kurioje didžiausią įtaką turėjo socialdemokratai, bet nemažų pasiekimų buvo Estijoje ir Latvijoje. Nesutrukdė ir autoritarinių režimų įsigalėjimas 4-ojo dešimtmečio viduryje. Pagal socialinį saugumą Latvija buvo tarp pažangiųjų kraštų. 1939 m. šalyje ligonių kasose buvo apdrausta 384 700 žmonių. Socialinės pašalpos buvo išmokamos susižalojus ar netekus darbo.
Baltijos šalių tarpusavio santykiai
Baltijos šalys stengėsi užmegzti artimą politinį bendradarbiavimą. 1919 m. Paryžiuje ir Rygoje įvyko pirmieji Lietuvos, Latvijos ir Estijos, vėliau ir Suomijos, atstovų pasitarimai, kurie buvo tęsiami Helsinkyje. Iki pat 3-iojo dešimtmečio pabaigos Suomija siekė užmegzti kuo glaudesnius santykius su kitomis Baltijos valstybėmis ir Lenkija. Ji norėjo užsitikrinti paramą Sovietų Rusijos grėsmės atveju. Sudaryti galimą sąjungą trukdė Lenkijos ir Lietuvos konfliktas dėl Vilniaus. 1921 m. Rygoje ir Kaune vyko Estijos, Latvijos ir Lietuvos užsienio reikalų ministrų konferencija, mėginusi išspręsti sąjungos sudarymo problemas. Tos pastangos tada nedavė vaisių. Tiesa, 1923 m. lapkričio 1 d. Taline pasirašyta Latvijos ir Estijos politinės ir karinės sąjungos sutartis, susitarta ekonominiais ir muitų klausimais. Tai buvo lyg Baltijos sąjungos branduolys.
Pagaliau 1934 m. Lietuvos pasiūlymu pavyko parengti trijų valstybių – Estijos, Latvijos ir Lietuvos politinio bendradarbiavimo, vadinamąją Baltijos Santarvės sutartį. Ji buvo pasirašyta Ženevoje 1934 m. rugsėjo 12 d.

Manerheimas
Karlo Gustavo Manerheimo (Manerheim, 1867-1951 m.) protėviai buvo kilę iš Nyderlandų. XVII a. atvyko į Švediją, o paskui į Suomiją, kuri iki 1809 m. priklausė Švedijai. Manerheimai priklausė bajorų luomui, Karlas Gustavas paveldėjo barono titulą, bet beveik jokio turto. 1889 m. baigęs kavalerijos karininkų mokyklą Peterburge, K. G. Manerheimas pasirinko karinę tarnybą Rusijos imperijos kariuomenėje. Jis dalyvavo rusų ir japonų kare. Pirmojo pasaulinio karo išvakarėse gavęs generolo majoro laipsnį, vadovavo gvardijos pulkui. Vadovaudamas paeiliui kavalerijos brigadai, divizijai, korpusui pasižymėjo Pirmojo pasaulinio karo mūšiuose. Bolševikams paėmus valdžią Rusijoje, Manerheimas iš kariuomenės pasitraukė ir grįžo į Suomiją. Jis sėkmingai vadovavo pilietiniame kare kovoms su vietos „raudonaisiais“, bolševikų šalininkais.
Suomijos parlamentui priėmus konstituciją ir renkant respublikos prezidentą, negavęs balsų daugumos, jis pasitraukė iš politinio gyvenimo. 1931 m. Manerheimas grįžo į kariuomenę ir buvo išrinktas Krašto apsaugos tarybos pirmininku. 1933 m. jis tapo maršalu. Manerheimo iniciatyva buvo pradėti statyti sienos apsaugos įtvirtinimai, kurie atliko didžiulį vaidmenį šalies gynybai. Jis sėkmingai vadovavo suomių kariuomenei „Žiemos karo“, taip pat Antrojo pasaulinio karo metais, kovose prieš Sovietų Sąjungą. 1944 m. atsistatydinus Suomijos prezidentui R. Riūčiui, Manerheimas buvo išrinktas prezidentu ir sudarė naują vyriausybę, kuri pasirašė paliaubas ir išgelbėjo šalį nuo visiško pralaimėjimo ir Raudonosios armijos okupacijos. Siekdamas palengvinti taikos sutarties sudarymą su SSRS, Manerheimas 1946 m. kovo mėn. atsistatydino iš prezidento posto. Paskutiniaisiais gyvenimo metais jis rašė atsiminimus, kuriuos spėjo užbaigti prieš mirtį.
