Imperijos paskelbimas
Sąmokslus prieš Bonapartą rengė rojalistai, mėginantys jį nužudyti, pirmojo konsulo vienvaldyste buvo nepatenkinti kai kurie aukštieji karininkai. Mat jie manė turį ne mažiau nuopelnų revoliucijai bei respublikai, o savo bendražygį Bonapartą laikė tik pirmuoju tarp lygiųjų. Tad Bonapartas ryžosi padaryti savo valdžią visiškai neginčijamą ir iškilęs tarp kitų aukštųjų karininkų tapti monarchu. Bet ne karaliumi, o imperatoriumi. Vienas iš jo artimiausių parankinių tikino, kad „tik įvedę paveldimą naujos dinastijos valdžią, sužlugdysime senosios dinastijos puoselėjamas apgaulingas viltis, garantuosime naujosios tvarkos pastovumą, kas nepasiekiama rinkimais”.
Įstatymų leidžiamasis susirinkimas klusniai pritarė įstatymui, kuris skelbė: „Respublikos valdymas yra patikimas imperatoriui, kuriam suteikiamas Prancūzijos imperatoriaus titulas. Napoleonas Bonapartas, dabartinis pirmasis konsulas, yra Prancūzijos imperatorius”. Įstatymą, kaip pasidarė įprasta, referendume didžiule balsų dauguma patvirtino Prancūzijos piliečiai.
1804 m. gruodžio 2 d. Paryžiaus katedroje Bonapartas karūnavosi imperatoriumi Napoleonu I. Karūnavimas buvo nepaprastai iškilmingas, jame dalyvavo popiežius Pijus VII. Pagal paprotį karūną ant imperatoriaus galvos turėjo uždėti popiežius, bet Bonapartas paėmė ją iš Pijaus VII rankų ir užsidėjo pats. Tuo jis tarsi pabrėžė, jog už valdžią ir didybę niekam nėra skolingas. Žodžiai „Prancūzijos respublika” porą metų dar buvo vartojami valstybės dokumentuose, bet netrukus juos visiškai, pakeitė Prancūzijos imperija”.
Napoleonas I turėjo didesnę valdžią negu kuris kitas Prancūzijos karalius. Jis įrengė prabangius imperatoriaus rūmus, dalijo pasižymėjusiems karininkams ir valdininkams bajorų titulus ir žemės valdas. Tačiau naujoji bajorja neturėjo tokių luominių privilegijų kaip ikirevoliucinė.
Gyvenimo pokyčius įteisino susisteminti įstatymų rinkiniai — kodeksai. 1804 m. įsigaliojo civilinis kodeksas, pavadintas Napoleono kodeksu. Jame nuosavybės teisė pripažįstama „šventa ir neliečiama”, bet kartu numatoma, kad „savininkas gali būti verčiamas atsisakyt savo nuosavybės visuomenės naudai”, tik už tai privalo gauti deramą atlyginimą. Toks nuosavybės teisės apribojimas visiškai suprantamas. Plečiantis miestams, kasant kanalus, statant karines tvirtoves, vėliau tiesiant geležinkelius, kai kurie žemės sklypai pasidarydavo neįperkami, mat gobšūs savininkai užsiprašydavo už juos didžiulę kainą, o kai kada išvis nesutikdavo jų parduoti. Norėdama suderinti visuomenės ir savininkų interesus, valdžia ir įvedė nuosavybės teisės apribojimą. Kodekse buvo nustatyta, jog žemės nuosavybė apima ir žemės gelmes, t. y. savininkui priklauso visos jo sklype rastos naudingosios iškasenos. Tačiau gana greitai, 1810 m., išleistas įstatymas naudingųjų iškasenų telkinių eksploatavimui jau įvedė privalomą valstybės leidimą, už kurį šiai tekdavo dalis pajamų.
Napoleono kodeksas garantavo visų piliečių lygybę prieš įstatymus, asmens laisvę, lygų turto padalijimą palikuonims, feodalinių santykių panaikinimą. Jis įsigaliojo daugelyje prancūzų užkariautų kraštų, taip pat ir Lietuvos Užnemunėje (Suvalkijoje). Visur šis kodeksas ardė feodalizmą ir skatino visuomenės pažangą.
Politinių teisių apribojimas
Napoleono I valdymo metais prancūzai beveik neturėjo politinių teisių; visuomeninę veiklą kontroliavo policija, buvo draudžiama spaudoje kritikuoti valdžios veiksmus, pavojingi ir įtartini asmenys be didelių ceremonijų buvo suimami ir įkalinami. Savo nuomonę reikšti buvo net kebliau negu paskutiniais dešimtmečiais prieš Prancūzijos didžiąją revoliuciją. Napoleonas I teisinosi, kad revoliucija siekusi ne laisvės, o lygybės — įstatymų garantuojamų vienodų pilietinių teisių. Imperatorius įdėmiai sekė visuomenės nuotaikas, pats uoliai skaitydavo šnipų pranešimų santraukas.
Kita vertus, Napoleonas I, turintis beribę valdžią, žiaurumu nepasižymėjo. Nubaustųjų mirtimi už politinius nusikaltimus buvo nedaug. Palyginti sų revoliucijos metais, smarkiai sumažėjo ir kalinių. Su jais buvo elgiamasi gana žmoniškai, tardymas vyko be kankinimų.
Katalikų bažnyčios padėtis
Napoleonas I stengėsi patraukti į savo pusę kuo įvairesnius prancūzų visuomenės sluoksnius ir tam naudojosi Bažnyčios įtaka. Jis pats nebuvo religingas, bet gerai suprato ir vertino Bažnyčios reikšmę visuomenės gyvenimui. Žinia, Katalikų bažnyčia nepritarė revoliucijai, kuri iš pat pradžių rodė jai priešiškumą. Jakobinai skaudžiai persekiojo dvasininkiją, mėgino apskritai panaikinti religiją. Tapęs pirmuoju konsulu, Bonapartas, kalbėdamasis su vienu rojalistu, pasakė: „Religiją aš atstatysiu, tačiau ne dėl jūsų, o dėl savęs”, t. y. savo valdžiai įtvirtinti.
1801 m. Prancūzija pasirašė konkordatą. Katalikų bažnyčia gavo „ypatingą vietą” visuomenėje, valdžia mokėjo atlyginimus vyskupams ir kunigams, apsiėmė išlaikyti dvasines seminarijas, vyskupai įgijo teisę skirti parapijų kunigus. Savo ruožtu popiežius Pijus VII pripažino Prancūzijos politinius bei ūkinius pokyčius, pažadėjo, kad Bažnyčia nereikš jokių pretenzijų savo nusavintų žemės valdų naujiesiems šeimininkams.
Dvasininkija ir tikintieji po konkordato sudarymo pradėjo remti Bonaparto politiką, tačiau vėliau iškilo naujų nesutarimų. Imperatorius reikalavo, kad popiežius atvirai palaikytų jo karingą politiką, pasmerktų Prancūzijos priešus, kišosi į Bažnyčios vidaus reikalus. 1809 m. prancūzų kariuomenė užėmė Romą ir oficialiai panaikino bažnytinę valstybę. Pijus VII atskyrė Napoleoną I nuo Bažnyčios. Tada imperatorius įsakė popiežių suimti ir išvežti į Prancūziją. Ten jį laikė policijos priežiūroje, neleisdavo susitikti su vyskupais ir kitais dvasininkais. Toks elgesys su popiežiumi kėlė tikinčiųjų pasipiktinimą, sudarė palankias sąlygas rojalistiškai nusiteikusių dvasininkų propagandai.
Pramonės gamyba
Vienavaldiškai tvarkydamas imperiją, Napoleonas I ypač domėjosi bei rūpinosi pramonės gamybos didinimu. Smarkiai padidėjo audinių gamyba, daugiau buvo lydoma metalo ir gaminama ginklų. Tačiau pramonės perversmas Prancūzijoje dar neprasidėjo, garo mašinos beveik nebuvo naudojamos, vyravo manufaktūros bei amatininkų dirbtuvėlės. Pramonės gamybos apimtimi Prancūziją vis labiau lenkė Anglija, kurioje šis perversmas vyko labai sparčiai. Svarbiausia tokio atsilikimo priežastis buvo Prancūzijos karai, kurie beveik be paliovos vyko nuo 1792 ligi 1815 m. O patys didieji karai teko Napoleono Bonaparto valdymo laikotarpiui.
Karas su Austrija
Iškart po Briumero perversmo tapęs pirmuoju konsulu, Bonapartas surinko didelę kariuomenę kovai su Austrįja. 1800 m. gegužės mėn. jo vadovaujama armija siauromis perėjomis peržygiavo Alpes ir įsiveržė į Šiaurės Italijos lygumas. Lemiamame mūšyje prie Marengo austrai buvo visiškai sutriuškinti. Nesisekė jiems karo veiksmai ir Vokietijoje, kurioje prancūzai įžengė į Dunojaus slėnį ir atsidūrė tik už 75 kilometrų nuo Vienos. Pagal 1801 m. pasirašytą taikos sutartį Austrija atsisakė savo valdų Šiaurės Italijoje, Belgijoje, vokiečių žemių kairiajame Reino krante, taip pat pripažino Prancūzijos sukurtas vasalines Batavijos (Olandijos) ir Helvetijos (Šveicarijos) respublikas.
Antiprancūziška sąjunga iširo, nes iš jos dar anksčiau pasitraukė Rusija. Likusi viena Anglija pradėjo derybas ir 1802 m. sudarė taikos sutartį. Tačiau ši taika buvo tik trumpos paliaubos. Bonapartas savo valdomuose kraštuose visiškai nepaisė anglų prekybinių interesų, grobė vis naujas žemes Italijoje ir Vokietijoje. Kita vertus, anglai visaip kenkė Bonapartui, rėmė rojalistus, rengiančius prieš jį sąmokslą.
“Banginio ir liūto kova“
1803 m. vasarą dviejų didžiausių Europos valstybių karas atsinaujino. Garsaus šių laikų rusų istoriko A. Manfredo žodžiais tariant, jis priminė „banginio ir liūto kovą”. Mat saloje įsikūrusios ir didžiausios pasaulyje karinio jūrų laivyno ginamos Anglijos negalėjo pasiekti galinga prancūzų sausumos kariuomenė. O anglų kariuomenė buvo nedidelė. Tad Anglijos vyriausybė stengėsi kariauti svetimomis rankomis. Ji nenuilsdama kūrė vis naujas antiprancūziškas sąjungas, aprūpindavo jas ginklais ir pinigais. Prancūzai grasino įsiveržti į Angliją, net sutelkė Lamanšo sąsiaurio pakrantėje didžiulę armiją. Tačiau jiems nepakako laivų perkelti ją per sąsiaurį. Tuo tarpu 1805 m. susidarė Anglijos, Austrijos ir Rusijos sąjunga.
Nelaukdamas, kol priešai ims veikti, Napoleonas I skubiai permetė armiją nuo Lamanšo į Pietų Vokietiją ir keliuose mūšiuose nugalėjo austrus. 1805 m. lapkričio mėn. prancūzai įžengė į Habsburgų imperijos sostinę Vieną. Tačiau Austrija dar nebuvo nugalėta, jai į pagalbą žygiavo rusų armija, vadovaujama feldmaršalo M. Kutuzovo ir caro Aleksandro I.
Austerlico mūšis ir jo padariniai
Gruodžio pradžioje lemiamame mūšyje prie Austerlico kaimo Napoleono I vadovaujami 68 tūkst. prancūzų susirėmė su jungtine Austrijos ir Rusijos armija, kuri turėjo 92 tūkst. karių. Mūšis, dar vadinamas „Trijų imperatorių mūšiu” (mat jame savo šalių armijoms vadovavo Napoleonas I, Rusijos imperatorius Aleksandras I ir Austrijos valdovas Pranciškus II), baigėsi puikia prancūzų pergale: jie prarado tik 7 tūkst., o sąjungininkai — 26 tūkst. karių. Napoleonas I laimėjo daugelį mūšių, tačiau labiausiai jis didžiavosi pergale prie Austerlico. Įsakyme, paskelbtame kitą dieną po mūšio, imperatorius rašė: „Kariai, aš jumis patenkintas. Didžiąją Austerlico dieną jūs pateisinote mano viltis. Kai aš parvesiu jus atgal į Prancūziją, mus džiūgaudama sutiks mano tauta. Užteks kam nors iš jūsų pasakyti: „Aš kovojau prie Austerlico”, ir išgirsite: „Tai narsuolis!”.
Žinia apie Napoleono I pergalę taip sukrėtė jo atkakliausią priešą — Anglijos ministrą pirmininką V. Pitą, — kad jis susirgo nervų liga ir po kelių savaičių mirė. Tačiau Anglija toliau nenuilstamai kovojo su Prancūzija. Tuo tarpu visiškai nugalėta Austrija buvo priversta pasirašyti taiką ir be prieštaravimų priimti Napoleono I sąlygas. Ji atsisakė dar turėtų valdų Italijoje, žemių, esančių Balkanų pusiasalio Adrijos jūros pakrantėje, taip pat Pietų Vokietijoje. Tūkstantį metų gyvavusi Šventoji Romos imperija buvo panaikinta, o Pranciškus II atsisakė imperatoriaus titulo. Nuo tol jis oficialiai vadinosi Austrijos imperatoriumi.
Napoleonas I tvarkėsi Vokietijoje bei Italijoje savo nuožiūra. Prancūzams ištikimi Bavarijos, Viurtembergo ir Saksonijos kunigaikščiai padidino savo valdas ir gavo karalių titulus, o daugiau kaip šimtas mažų vokiečių valstybėlių buvo apskritai panaikintos. 1806 m. vasarą Napoleonas I sujungė 14 vokiečių kunigaikštysčių į Reino Sąjungą. Ji pripažino Napoleono I viršenybę ir atidavė jam savo ginkluotąsias pajėgas. Taigi Napoleonas I pradėjo vienyti Vokietiją. Suprantama, turėdamas savų tikslų. Užkariautas teritorijas — Neapolio karalystę ir Olandiją — Napoleonas I pavedė valdyti savo broliams. Dalis Šiaurės Italijos buvo tiesiog prijungta prie Prancūzijos, o iš likusios sudaryta Italijos karalystė, kurios karaliumi pasiskelbė pats Napoleonas I. Jis aiškiai siekė įsiviešpatauti visoje Vakarų ir Centrinėje Europoje. Tai gąsdino jo priešininkus, kurie niekaip nenorėjo sutikti su tokiomis užmačiomis.
