Kapitalizmo užuomazgų galima rasti dar italų Renesanso epochoje ar Reformacijoje. Anglijoje ir Olandijoje jo raida prasidėjo žymiai anksčiau nei žemyno valstybėse. Europos žemyne spartesnė kapitalizmo raida prasidėjo tik po 1830 m. revoliucijos. Šios revoliucijos ir kitų politinių įvykių metais Europoje iškilo nauji politikai, pakeitę tuos žmones, kurie kovojo su Napoleonu ir jį nugalėjo, panaikino revoliucijos pasiekimus.
Tokie žinomi žmonės, kaip Aleksandras I, Klemensas Meternichas, Šarlis Taleiranas, nulėmę Vienos kongreso sprendimus, buvo gimę antroje XVIII a. pusėje, absoliutizmo metais subrendę, todėl ir norėjo atkurti senąją tvarką. Po 1830 m. atėjusi nauja karta, gimusi revoliucijos ir Napoleono karų metais, siekė įtvirtinti demokratinius pertvarkymus. Šie žmonės buvo išaugę sparčių ekonominių pokyčių laikotarpiu. Jie nebenorėjo atkurti senos, ankstesnės tvarkos, o siekė kurti naują visuomenę, spartinti ūkio ir politikos pažangą. Pasikeitę santykiai ir požiūriai atsispindėjo net mene ir literatūroje. Romantizmas pamažu blėso.Naujiesiems rašytojams svarbu buvo parodyti ne senąją luominę santvarką ir ją idealizuoti, o aprašyti ir net kritikuoti tuo metu paaštrėjusius socialinius ir politinius konfliktus. Tokia literatūra paskatino ir socialinės utopijos atsiradimą. Daug politikų ir mąstytojų įvairiose šalyse pradėjo kurti ateities projektus, ieškoti būdų, kaip padaryti žmones laimingesnius, išvengti didžiausių negerovių. Prancūzijoje tokiais socialinės utopijos kūriniais pagarsėjo Sen Simonas, o Anglijoje – Robertas Ovenas, Vyriausybę ir turtinguosius raginęs padėti skurstantiems, panaikinti darbininkų išnaudojimus.
Keitėsi ir skaitytojai. Dar XVIII a. knygas skaitė bajorai ir apsišvietę miestų gyventojai, o jau XIX a. vid., knygoms pingant, augant jų tiražui, skaitytojų radosi vis daugiau. Savo laiku žodynus ir enciklopedijas švietėjai rašė išsilavinusiems, pasiturintiems žmonėms, o XIX a. vid. tokie leidiniai tapo prieinami visiems piliečiams.
Spauda ir jos reikšmė
Kol Europoje nebuvo susiformavusių partijų, politinės grupuotės būrėsi apie laikraščius. Jų leidėjai, ypač Prancūzijoje, turėjo didelę politinę įtaką. Apskritai XIX a. žiniasklaida tapo politika, nes labai išaugo laikraščių, žurnalų ir kitų leidinių tiražai. Dar XVIII a. laikraščiai buvo brangūs, juos skaityti galėjo tik turtingieji, o XIX a. laikraščius ėmė skaityti ir neturtingi visuomenės sluoksniai. Laikraščių populiarumas pirmiausia išaugo Anglijoje. Pavyzdžiui, čartistų spausdintų leidinių tiražai pasiekė 50 tūkst. egzempliorių. Laikraščiai pigūs tapo ne tik dėl išaugusio tiražo. Svarbesnės reikšmės turėjo pradėti juose spausdinti laikraščiuose skelbimai. Taip gaunamos pajamos leido sumažinti leidinių kainas. Plečiantis, demokratėjant skaitytojų ratui, spauda dar nebuvo visiškai nepriklausoma. Jai turėjo įtakos valdžia, kita vertus, spauda tapo priklausoma nuo skelbimų užsakovų. Išaugus tiražams, laikraščių įtaka visuomenei didėjo, o kartu ryškėjo cenzūros neefektyvumas. Todėl reakcingi politikai ieškojo būdų, kaip apriboti spaudos įtaką. Prancūzijoje vietoj tiesioginės cenzūros buvo įvestos licencijos. Jos buvo brangios, be to, neįtikus valdžiai, buvo galima jų netekti. Tokia licencijų sistema sukėlė pasipiktinimą ir tapo viena iš 1830 m. revoliucijos priežasčių. Spaudoje buvo išsakoma viešoji nuomonė, ji turėjo įtakos politikai. Kita vertus, politikai, parlamentų deputatai visuomenės nuomone pradėjo naudotis siekdami įgyvendinti savo tikslus. XIX a. buvo įgyvendinta žodžio ir nuomonių laisvė, susiformavo “ketvirtoji valdžia” – spauda, kontroliavusi valdžios sprendimus ir kritikavusi neigiamus visuomenės reiškinius.
Politinio atstovavimo principai
Įstatymų leidžiamieji organai – parlamentai – XIX a. ilgainiui įgavo vis didesnių teisių. Išrinkti į parlamentus deputatai vienijosi į netvirtas sąjungas arba iš viso veikė savarankiškai. Iki pat antrosios XIX a. pusės deputatai buvo laikomi ne kurios nors partijos ar gyventojų grupės, o visos nacijos atstovais. Išrinkti savo rinkiminėse apygardose, jie beveik nepalaikė ryšių su rinkėjais, nebent siekė dar kartą būti išrinkti. Deputatams nebuvo mokami atlyginimai, todėl jais galėjo būti tik pasiturintys žmonės. Čartistai Anglijoje pirmieji iškėlė reikalavimą mokėti deputatams algas, kad ir neturtingųjų atstovai galėtų kelti savo kandidatūras ir dirbti parlamente. Antrojoje XIX a. pusėje deputatams buvo pradėta mokėti alga. Dabar parlamentarai įstatymus rengia ir svarsto komitetuose, frakcijose, o ne balsavimo salėje, bet dar XIX a. toks parlamentinis darbas tik formavosi. Manyta, kad teisingą ir racionalų sprendimą galima surasti tik bendrose deputatų diskusijose parlamento salėje. Didžiosios prancūzų revoliucijos metais deklaruota piliečių lygybė nebuvo greitai įgyvendinta. Visą XIX a. žemesniųjų sluoksnių atstovams teko kovoti už visuotinę ir lygią rinkimų teisę. XIX a. ši teisė buvo priskiriama tik vyrams. Iki 1848 m. nė vienoje Europos šalyje nebuvo suteikta visuotinė rinkimų teisė vyrams. Vėliau, antroje XIX a. pusėje visuotinė rinkimų teisė vyrams buvo suteikta Vokietijoje, Prancūzijoje, Šveicarijoje, Austrijoje, Anglijoje. Be to, prasidėjo kova už politinių teisių suteikimą moterims, vyrų ir moterų padėties sulyginimą. Įgyvendinant visuotinę rinkimų teisę svarbios buvo savivaldos reformos. Anglijoje, Prancūzijoje, Belgijoje, Prūsijoje dar iki 1848 m. savivalda buvo reformuota, piliečiai galėjo dalyvauti renkant vietinę valdžią, kuri savarankiškai tvarkėsi atskiruose kaimuose ir miesteliuose. Tai prisidėjo prie demokratijos raidos.
Partijų formavimasis
Žodis “partija” yra kilęs iš lotyniško žodžio “pars”, reiškiančio “dalį, skyrių”. Partija – tai grupė panašius įsitikinimus turinčių piliečių, kurie susivieniję siekia įgyvendinti bendrą politinį tikslą. Partijų užuomazgų atsirado XVIII a. Anglijoje. Čia tarpusavyje pradėjo kovoti torių ir vigų grupuotės. Toriai buvo karaliaus partija, jį rėmusi ir siekusi grąžinti karaliui didesnius įgaliojimus. Vigai, priešingai, stengėsi apriboti karaliaus galias ir suteikti daugiau teisių parlamentui bei rinkimų teisę – ne tik turtingiesiems. Šioms partijoms Anglijos parlamente vadovavo lyderiai, po pergalės rinkimuose jie tapdavo ministrais pirmininkais ir vadovaudavo vyriausybei. Tačiau nei toriai, nei vigai dar nebuvo visiškai susiformavę kaip partijos. Abiejų grupuočių interesai buvo panašūs. Tik toriai labiau gynė žemvaldžių interesus, o vigai rėmė ir prekybininkus, ir pramonininkus. Šios dvi grupės rungtyniavo tarpusavyje, stengėsi laimėti rinkimus ir po to įgyvendinti savo siekius. Tai sudarė sąlygas ne tik sparčiau augti ekonomikai, bet ir padėjo pagrindus demokratijos raidai. Kitose Europos šalyse iki pat XIX a. vid. partijų užuomazgų nebuvo, nes nebuvo demokratinių parlamentų. Daugelyje šalių tebebuvo išlikę luominiai susirinkimai, kuriuose savo interesus gynė atskirų luomų atstovai. Partijos sąvoka po Didžiosios prancūzų revoliucijos bei jakobinų teroro įgavo neigiamą atspalvį. Buvo manoma, kad partija, nedidelė žmonių grupė, negali siekti ir įgyvendinti visuotinės gerovės. Europos parlamentuose deputatai įvairias politines idėjas gynė nesijungdami į jokias grupuotes. Tik XIX a. vid., po 1848-1849 m. revoliucijos pradėjo kurtis įvairios politinės partijos. Išryškėjo liberalų grupuotė, gynusi stambiosios ir vidutinės buržuazijos interesus. Konservatyviosios grupuotės, priešingai, stengėsi apginti stambių žemės savininkų, bajorijos, kitų buvusių privilegijuotų sluoksnių interesus. Pramonės perversmo metu, paaštrėjus socialiniams konfliktams, atsiradus naujoms ideologijoms, nemaža dalis visuomenės ėmė abejoti krikščionybe, krikščioniškomis idėjomis. Todėl atsirado poreikis apginti krikščionybės puoselėjamą pasaulėžiūrą, taip pradėjo formuotis pirmosios krikščionių partijos, vėliau pasivadinusios krikščionių demokratų partijomis. Šių partijų tikslai ir siekiai buvo paremti tradicinėmis idėjomis. Antroje XIX a. pusėje susiformavo pirmosios darbininkų socialistų partijos.
