Antrasis Seimas išrinktas 1923 m. birželio mėn. Šį kartą krikščionių demokratų blokas gavo absoliučią daugumą – 40 iš 78 vietų. Prezidentu vėl buvo išrinktas A. Stulginskis. Ministru Pirmininku ir užsienio reikalų ministru tapo nepartinis E. Galvanauskas. Vyriausybei neatidėliojant reikėjo spręsti dvi problemas: derėtis su Vakarų Europos valstybėmis dėl Klaipėdos krašto ir tęsti pradėtą žemės ūkio reformą. Žemės reforma įvyko nuo 1919 m. Į žemės fondą buvo paimti visi buvę valstybiniai ir privatūs dvarininkų plotai, paliekant šiems po 80 ha (vėliau – po 150 ha). Už nusavinamas iš privačių savininkų žemes buvo numatytas atlyginimas, kuris mokėtas iki 1938 m. Didžiausia opozicinė jėga krikščionims demokratams buvo valstiečių liaudininkų sąjunga.
Klaipėdos krašto prisijungimas
Ambasadorių konferencija numatė, jog Klaipėdos kraštas turi būti paskelbtas „laisvąja valstybe“, o kol kas 10-15 metų administruojamas Prancūzijos komisaro. Tai reiškė, kad Lietuva neatgaus Klaipėdos. Dėl šių priežasčių Lietuvos Vyriausybė nutarė organizuoti Klaipėdos krašto gyventojų sukilimą ir prijungti kraštą prie Lietuvos. 1923 m. sausio 10 d. – sukilėliai perėjo krašto sieną 1923 m. sausio 15 d. – sukilėliai įžengė į Klaipėdą. Žuvo 20 savanorių ir 2 prancūzų kariai. 1924 m. gegužės 8 d. Klaipėdos perdavimo Lietuvai konvencija. Turėjo savo autonomiją.
Trečiojo Seimo rinkimuose 1926 m. valstiečiai liaudininkai, ūkininkai ir tautininkai sudarė koaliciją. Rinkimuose pirmą kartą dalyvavo ir Klaipėdos krašto gyventojai.
Prieš rinkimus opozicinės partijos – valstiečiai liaudininkai, ūkininkai ir tautininkai – sudarė koaliciją. Ši koalicija gavo daugiausiai balsų, bet viena negalėjo sudaryti Vyriausybės. Vyriausybė buvo suformuota valstiečių liaudininkų, socialdemokratų ir tautinių mažumų (gudų, žydų, vokiečių ir lenkų) koalicijos pagrindu. Už tai socialdemokratai gavo du ministrų postus: vidaus reikalų ir švietimo. Lenkams buvo leista steigti 75 naujas mokyklas. Tautininkai atsisakė būti tokios koalicijos dalis. 1926 m. birželio mėn. prezidentu išrinktas valstietis liaudininkas dr. Kazys Grinius. Advokatas M. Sleževičius vadovavo koaliciniam ministrų kabinetui.
Naujai išrinkto Seimo nutarimu buvo panaikinta karo padėtis. Nustojo galios ir ypatingieji valstybės apsaugos įstatymai, varžantys piliečiams suteiktas konstitucines laisves. Iš kalėjimų buvo paleisti politiniai kaliniai, tarp jų ir komunistai. Vyriausybė svarstė galimybę sumažinti kariuomenę, nebemokėti algų kunigams. Pastarieji kairiųjų valdžios ketinimai priešiškai nuteikė dvasininkus ir dalį karininkų.
Aleksandras Stulginskis (1885-1969) gimė Kutalių kaime, Kaltinėnų valsčiuje. Bežemių kumečių šeimoje buvo 12-tas vaikas. Vienintelis iš gausios šeimos ėjo mokslus.
Remiamas vyresnių brolių, kurie tuo metu gyveno JAV, mokėsi Liepojos gimnazijoje. Vėliau baigė Kauno kunigų seminariją, tobulinosi Insbruke. Nutaręs, kad Lietuvai labiau trūksta pasauliečių inteligentų nei kunigų, šventinimų atsisakė. Kadangi matė valstiečių ūkininkavimo spragas, nutarė studijuoti agronomiją Vokietijoje ir taip prisidėti prie Lietuvos ūkio kilimo. Sužinojęs, kur agronomijos mokslas yra labiausiai pažengęs, pasirinko Halę.
Atsisakęs viliojančių pasiūlymų dirbti Rusijoje, grįžo į Lietuvą ir įsidarbino Alytuje agronomu.
Pirmojo pasaulinio karo metais persikėlė į Vilnių, dirbo Lietuvių draugijoje nukentėjusiems dėl karo šelpti. Tuo pat metu dėstė gamtos mokslus Lietuvių gimnazijoje, organizavo „Ryto” draugijos pedagoginius kursus Vilniuje ir pats dėstė.
Stulginskis mokėjo vokiečių, anglų, rusų, prancūzų, lotynų, lenkų kalbas. Jis vienas iškiliausių Lietuvos valstybės atkūrimo proceso dalyvių, Lietuvos Tarybos narys, pasižymėjo brandžiu politiniu mąstymu ir savo nuomonės turėjimu, jos nevengdavo parodyti (kartais Taryboje net atsidurdamas mažumoje) ieškant kelių nepriklausomybei atkurti Pirmojo pasaulinio karo metais. Su kitais Lietuvos Tarybos nariais 1918 vasario 16 d. pasirašė Lietuvos valstybės atkūrimo aktą ir aktyviai veikė siekdamas faktinės nepriklausomybės. Stulginskis – Steigiamojo seimo pirmininkas, ėjęs ir prezidento pareigas.
1922-1926 m. laikotarpiu A. Stulginskis – Lietuvos Respublikos prezidentas, išrinktas Seimo. Jo vadovaujama Lietuvos valstybė nusikratė karo nusiaubtos Rusijos provincijos palikimo ir tapo pilnateise Europos valstybe.
A. Stulginskis išmintingai vadovavo Lietuvos valstybei sunkiais jos kūrimo metais sugebėdamas išvengti klaidų ir tuo pelnė ne tik savo bendrapartiečių, bet ir politinių priešininkų pagarbą. Po 1926 m. gruodžio perversmo (tuo metų Stulginskis jau nebuvo prezidentas, o opozicijos veikėjas) ryškėjant A. Smetonos autoritariniam valdymui, iš aktyvios politinės veiklos iš esmės pasitraukė ir Kretingos valsčiuje už paskolą įsigijęs Jokūbavo dvaro centrą sėkmingai ūkininkavo pats nevengdamas fizinio darbo. Turėjo parduotuvėlę Kretingoje, kurioje parduodavo savo ūkio produktus.
Gyvendamas Jokūbave retkarčiais rašė straipsnius į laikraščius, išleido knygą apie pievų priežiūrą, nuolat bendravo su kunigais, vyskupais, Lietuvos elitu. Jo namuose viešėjo Maironis, Vincas Mykolaitis-Putinas, Stasys Šalkauskis, P. Klimo šeima, daugybė buvusių ministrų ir kitų iškilių politikų.
1940 m. sovietai užėmė Lietuvą. A. Stulginskis sovietams atrodė pavojingas vien dėl garbingos valstybininko praeities, todėl ir pateko į numatytų represuoti asmenų sąrašus. 1941 m. birželį buvo suimtas ir su žmona išvežtas į Rusiją. Stulginskis, pakeliui atskirtas nuo žmonos, pateko į lagerius, kur, tikėtina, būtų miręs jau pirmąją 1941-1942 m. žiemą kaip tūkstančiai kitų. Laimei, NKVD jį apkaltino sąmokslo rengimu ir uždarė į kalėjimą. Kalėjime, nors ir tardomam, tuomet buvo lengviau. Nuteisė sovietai buvusį prezidentą tik 1952 m. 25 metams kalėti, bet po 2 metų – paleido (1953 m. mirė Stalinas).
1956 m. Stulginskis grįžo į Lietuvą. Gyveno Kaune, 6 kv. m kambarėlyje. Aplankė patį A. Sniečkų, kuris pažadėjo netrukdyti dirbti agronomo darbo. Taip ir buvo: 1957-1959 m. jis – vyriausiasis mokslinis bendradarbis Vytėnų sodininkystės ir daržininkystės bandymų stotyje. Gyveno ir dirbo beteisis, kaip ir visi sovietų valdžios valdiniai, nuolat ir atidžiai sekamas ir stebimas sovietų saugumo Net ir tokiomis sąlygomis sugebėjo parašyti atsiminimus apie nugyventą gyvenimą ir Lietuvos valstybės gimimą. Mirė 1969 m. rugsėjo 22 d.
Kazys Grinius
Kazys Grinius gimė 1866 m. gruodžio 17 d. Selemos Būdos kaime, Sasnavos valsčiuje (Marijampolės r.). Tėvai valdė 17 ha žemės. Skaityti lietuviškai jį išmokė motina, verpdama prie ratelio. Tėvas mokė rašyti raides, skaičius. Augdamas buvo smulkaus sudėjimo, tėvai nusprendė leisti mokytis į valdišką valsčiaus mokyklą, tikėdamiesi vėliau išleisti į kunigus. Devynerių metų pradėjo mokytis Čystos Būdos kaimo pradžios mokykloje, mokėsi rusų kalba; lietuviškai kalbėti buvo draudžiama. 1879 m. įstojo į Marijampolės gimnaziją. Čia buvo dėstoma lietuvių kalba, tiesa, rašoma kirilica. 1887 m. įstojo į Maskvos universiteto Medicinos fakultetą. K. Grinius įsitraukė į lietuvių studentų draugijos veiklą. 1888 m. Marijampolėje su Varšuvos ir Maskvos universitetų studentais lietuviais bei vietos inteligentais nutarė leisti „Varpą“. 1893 m. gavo gydytojo pažymėjimą ir išvyko dirbti Kaspijos jūros laivo gydytoju. 1894 m. grįžo į Marijampolę, kur pradėjo gydytojo praktiką. Griniaus namai buvo Užnemunės anticarinio pasipriešinimo centras. Čia vyko chorų, teatro grupių repeticijos, buvo tariamasi, kaip bažnyčiose sulietuvinti pamaldas, rašomi, redaguojami atsišaukimai, čia kurį laiką slapstėsi iš kalėjimų pabėgę arba valdžios ieškomi revoliucionieriai. 1905 m. su žmona Joana įsteigė liberalią kultūros draugiją „Šviesa“, įkūrusią lietuvių pradžios mokyklą su biblioteka ir skaitykla. 1907 m. K. Grinius įstojo į Lietuvių mokslo draugiją. 1906 m. ir 1908 m. su žmona buvo kalintas kalėjime. 1909-1910 m. gyvendamas Vilniuje redagavo „Lietuvos ūkininką“ ir „Lietuvos žinias“. 1914 m. su šeima nuo fronto linijos pasitraukė į Rusiją. Šiaurės Kaukaze dirbo ligoninės vyriausiuoju gydytoju. 1918 m. Raudonosios armijos kariai nužudė žmoną ir dukrą. 1919 m. atvyko į Prancūziją, kur dirbo Repatriacijos komisijos pirmininku. Tų pačių metų pabaigoje grįžo į Lietuvą. 1920 m. Marijampolės rinkimų apygardoje išrinktas į Steigiamąjį Seimą nuo Valstiečių sąjungos ir socialistų liaudininkų demokratų partijos bloko. Paskirtas ministru pirmininku. Jo vadovaujama Vyriausybė pasirašė taikos sutartį su Sovietų Rusija. K. Grinius buvo renkamas į pirmąjį ir antrąjį seimus kaip valstiečių liaudininkų atstovas. 1924 m. įkūrė draugiją kovai su TBC. 1926 m. birželio 8 d. inauguruotas Lietuvos Respublikos prezidentu. Prezidentas visus kvietė būti taupiais, nes šalis, nualinta karo, finansinių bankrotų, stokojo lėšų. K. Grinius sumažino prezidento algą nuo 6 000 litų iki 4 000 litų per mėnesį. Tapęs prezidentu liko ištikimas varpininkų laikais išsiugdytiems demokratinio bendravimo principams. Kiek įmanoma kratėsi iškilmingų palydų, vengė viešo garbinimo, valstybės vadovui priklausančios asmens apsaugos. Amžininkų liudijimu, K. Grinius buvo idealistas, didelis patriotas, labai darbštus ir protingas, skrupulingai vengė panaudoti bet kurį valstybės turtą asmeniniams reikalams. 1926 m. gruodžio 17 d. prezidento K. Griniaus šešiasdešimtmečio sukaktis. Naktį į gruodžio 17-tą perversmininkai įsiveržė į prezidentūrą ir pareikalavo paleisti Seimą ir atsistatydinti. Beveik po dviejų parų priešinimosi, svarstymo ir abejonių, gruodžio 18 d. vakare prezidentas K. Grinius atsistatydino, paleisti Seimą, kaip paskutinį demokratijos garantą, jis kategoriškai atsisakė. K. Grinius sugrįžo į savo ankstyvesnę tarnybą Kauno savivaldybėje. Nacių okupacijos metais, prasidėjus masiniam žydų naikinimui, Grinius savo namuose slėpė žydų vaikus, rizikuodamas būti sušaudytas. 1942 m. lapkričio mėn. K. Grinius, M. Krupavičius, J. Aleksa parašė memorandumą okupacinės valdžios generaliniam komisarui Lietuvoje A. Rentelnui. Dėl to K. Grinių tardė gestapas. Jis turėjo pasirašyti pasižadėjimą toliau neužsiiminėti politine veikla, buvo ištremtas iš Kauno į gimtinę. 1944 m. artėjant frontui, K. Grinius su šeima pasitraukė į Vakarus. Gyveno Vokietijoje, pabėgėlių stovyklose. 1947 m. su šeima atvyko į JAV. Tais pačiais metais išsiuntė JAV prezidentui H. Trumenui platų kreipimąsi dėl bolševikų daromų piktadarybių Lietuvoje. 1949_m. dėl to paties kreipėsi į JTO Generalinį sekretorių. 1950 m. birželio 4 d. mirė savo bute Čikagoje. Mirdamas jis pavedė jo palaikus sudeginti krematoriume, o pelenus parvežti į Lietuvą ir palaidoti prie Šešupės. 1994 m. K Griniaus palaikai palaidoti gimtojo kaimo apylinkėse.
Krikščionių demokratų valdymas
Steigiamasis Seimas baigė darbą 1922 m. spalio 1 d. Rinkimuose į pirmąjį eilinį Seimą daugiausiai balsų gavo krikščionių demokratų blokas (Krikščionių demokratų partija, Darbo federacija, Ūkininkų sąjunga). Jis turėjo Seime 38 vietas iš 78. Prezidentu buvo išrinktas krikščionis demokratas Aleksandras Stulginskis. Naujai sudarytai Vyriausybei pritarė tik pusė Seimo narių. Todėl 1923 m. kovo mėn. Prezidentas, remdamasis Konstitucija, Seimą paleido ir paskyrė naujus rinkimus. Antrasis Seimas išrinktas 1923 m. birželio mėn. Šį kartą krikščionių demokratų blokas gavo absoliučią daugumą – 40 iš 78 vietų. Prezidentu vėl buvo išrinktas A. Stulginskis. Ministru Pirmininku ir užsienio reikalų ministru tapo nepartinis E. Reforma buvo sėkminga. Žemės ūkis plėtojosi gana sparčiai. Ypač suklestėjo gyvulininkystė: 1938 m. jos produktai sudarė 55,9 proc. viso eksporto. Sviesto eksportas nuo 524 tonų 1924 m. padidėjo iki 17 412 tonų 1938 m.
Per visą krikščionių demokratų valdymo laikotarpį galiojo karo padėties įstatymai. Didelę valdžią turėjo karo komendantai, galėję varžyti demokratines teises ir laisves. Kauno karo komendantas laikraščių redaktorius baudė didelėmis piniginėmis baudomis ir kalėjimu. Į kalėjimą buvo patekęs net pirmasis Lietuvos Prezidentas A. Smetona už straipsnį jo redaguotame žurnale.
Krikščionys demokratai buvo dažnai kritikuojami dėl jų vykdomos švietimo politikos, dėl perdėto Katalikų bažnyčios rėmimo. Kunigams buvo paskirtos algos ir jų vedama metrikacija pripažinta valstybės tarnyba.
Didžiausia opozicinė jėga krikščionims demokratams buvo Valstiečių liaudininkų sąjunga. Ši partija turėjo daug šalininkų.
Klaipėdos krašto prijungimas
Pagal 1919 m. pasirašytą Versalio taikos sutartį Klaipėdos kraštas buvo atskirtas nuo Vokietijos ir laikinai perduotas Didžiosios Britanijos, Prancūzijos, Italijos bei Japonijos žiniai. Naująja Vokietijos šiaurės rytų siena tapo Nemunas.

Kariai buvo perrengti civilių drabužiais. 1923 m. sausio 10 d. jie perėjo krašto sieną. 1923 m. sausio 15 d. sukilėliai įžengė į Klaipėdą, užėmė prefektūrą, kur buvo komisaro G. Petisnė būstinė. Po trumpo susišaudymo buvo sudarytos paliaubos. Žuvo 20 savanorių ir 2 prancūzų kareiviai.
1923 m. sausio mėn. į Klaipėdos uostą atplaukė šeši Didžiosios Britanijos ir Prancūzijos karo laivai. Šių šalių atstovai Kaune įteikė Lietuvos Vyriausybei protesto notas. Bet ji teigė neturinti nieko bendra su sukilėliais.
Tik po ilgų derybų 1924 m. gegužės 8 d. Paryžiuje buvo pasirašyta Lietuvos, Didžiosios Britanijos, Prancūzijos, Italijos ir Japonijos vyriausybių atstovų Klaipėdos krašto perdavimo Lietuvai konvencija. Antantės valstybės pripažino Klaipėdos kraštą Lietuvai. Jam suteikta teisė turėti savo valdžios organus: seimelį (krašto gyventojų renkamą 3 metams visuotiniu, tiesioginiu, slaptu balsavimu), kuris galėjo leisti vietos įstatymus, ir direktoriją – vykdomąją valdžią. Gubernatorius – Lietuvos valstybės atstovas krašte – turėjo teisę paleisti seimelį. Krašto autonominė valdžia tvarkė finansus, teismus, švietimą, Bažnyčią, policiją, sveikatos apsaugą, socialinį aprūpinimą. Lietuvių ir vokiečių kalbos pripažintos oficialiomis ir lygiavertėmis krašto kalbomis. Lietuvos valdžios kompetencijai priklausė santykiai su užsieniu, krašto apsauga, pašto, telegrafo įstaigos, uostas ir monopolių teisė.
