1799 m. konstitucija
Prancūzijoje, praėjus mėnesiui po Briumero 19-osios perversmo, buvo priimta nauja konstitucija. Pagal ją Prancūzija liko respublika su labai sudėtinga valdymo sistema. Vykdomoji valdžia buvo suteikta trims konsulams, iš kurių pirmasis turėjo neribotą valdžią. Kiti du konsulai turėjo tik patariamojo balso teisę. Pirmuoju konsulu tapo Napoleonas Bonapartas. Jis turėjo teisę skirti ministrus vadovauti vidaus ir užsienio politikai. Įstatymų leidžiamoji valdžia buvo padalyta Tribunatui, Įstatymų leidžiamajai ir Valstybės tarybai. Įstatymo projektas turėjo būti svarstomas kiekvienoje iš šių institucijų, po to patekdavo į Senatą, kurio narius tvirtino pirmasis konsulas. Kiekvieną Senato patvirtintą įstatymo projektą pasirašydavo Napoleonas. Taip įstatymų leidžiamoji valdžia buvo pavaldi vykdomajai valdžiai. Ši konstitucija sudarė sąlygas įsitvirtinti neribotai Napoleono valdžiai. Laikotarpis nuo Direktorijos žlugimo iki imperijos paskelbimo Prancūzijoje vadinamas Konsulatu.
Napoleono vidaus politika
Napoleonas valdymo pradžioje siekė nutraukti sukilimą Vandėjoje ir sustabdyti Direktorijos metais paplitusį plėšikavimą keliuose, kuris buvo virtęs didžiule nelaime. Su plėšikais buvo susidorota greitai ir negailestingai -baudžiant mirties bausme. Kovodamas su sukilėliais Vandėjoje, Napoleonas laikėsi kitokios taktikos: pažadėjo amnestuoti tuos, kurie sudės ginklus, sušvelnino antibažnytinę politiką, todėl sukilimas ėmė silpnėti. Siekdamas centralizuoti valdžią, Napoleonas ėmėsi didelių reformų. Buvo panaikintos renkamos departamentų savivaldybės. Jas pakeitė prefektūrų sistema. Dabar vidaus reikalų ministras skyrė prefektą, kuris turėjo neribotą valdžią. Buvo pertvarkyta ir teismų sistema: atsisakyta prisiekusiųjų tarėjų, o visi teismo organai priklausė nuo centrinės valdžios. Siekdamas išspręsti opiausią nuo revoliucijos pradžios Prancūzijos vidaus politikos problemą, Napoleonas 1801 m. sudarė konkordatą su popiežiumi Pijumi VII. Bažnyčios atskyrimas nuo valstybės buvo panaikintas, o katalikybė paskelbta prancūzų daugumos religija. Popiežius naujiems savininkams pripažino per revoliuciją išparduotas Bažnyčios žemes ir sutiko, kad aukštuosius Bažnyčios pareigūnus skirtų valstybė. Taip buvo sureguliuoti Katalikų bažnyčios ir naujos Prancūzijos valdžios santykiai. Napoleono politikoje didelis dėmesys buvo skirtas Policijos ministerijai, kuriai vadovavo Ž. Fušė. Ši ministerija tvarkė įvairią visuomeninę veiklą. Napoleonas apribojo spaudos laisvę. Iš 73 laikraščių 60 buvo uždaryta, o likusiųjų veiklą griežtai kontroliavo valstybė. Reformuota buvo ir švietimo sistema. Švietimui vadovavo žinyba, vadinama “Universitetu”. Ji vadovavo aukštosioms ir vidurinėms mokykloms, ruošusioms kadrus civilinei ir karinei tarnybai. Reforma beveik nepalietė pradžios mokyklų. Napoleonas pasirūpino ir emigrantais, kurie per revoliuciją buvo pasitraukę iš Prancūzijos. 1802 m. buvo išleistas nutarimas, pagal kurį visi emigrantai, prisiekę ištikimybę naujai santvarkai, galėjo grįžti į Prancūziją. Daugelis emigrantų, pasinaudodami šia galimybe, grįžo į tėvynę. Prancūzijoje buvo įsteigtas Garbės legiono ordinas (tebeteikiamas ir šiais laikais), kuriuo būdavo apdovanojama už reikšmingus karinius ir civilinius nuopelnus. Napoleonas įtvirtino naują valstybės santvarką, centralizavo šalies valdymą, sustabdė valstybės turto grobimą ir spekuliaciją, sušvelnino padėtį Vandėjoje, likvidavo daugelį plėšikų gaujų.
Napoleono karų pradžia
1800 m. gegužės mėn. Napoleonas, norėdamas atgauti prarastą Šiaurės Italiją, pradėjo karą su Austrija. Šiaurės Italijoje austrai buvo sutelkę gausią ir gerai ginkluotą kariuomenę. Napoleono kariuomenė netikėtai persikėlė per Alpes ir pasklido austrų užnugaryje. Prancūzai greitai užėmė Lombardijos sostinę Milaną, Paviją, Kremoną, daugelį kitų Šiaurės Italijos miestų bei kaimų. Lemiamas mūšis įvyko 1800 m. birželio mėn. prie Marengo kaimelio. Austrai buvo visiškai sutriuškinti. 1801 m. tarp Prancūzijos ir Austrijos buvo pasirašyta taikos sutartis. Pagal ją Austrija prarado Šiaurės Italiją, Belgiją, Liuksemburgą, visas vokiečių žemes kairiajame Reino krante. Austrai taip pat pripažino Batavijos (Olandijos) ir Helvecijos (Šveicarijos) respublikas, kurios faktiškai tapo Prancūzijos valdomis. Po šios taikos iširo antroji antiprancūziška koalicija, o Anglija pradėjo taikos derybas su Prancūzija. 1802 m. Amjene tarp Anglijos ir Prancūzijos buvo pasirašyta taikos sutartis. Anglija grąžino Prancūzijai visas kolonijas, kurias buvo užgrobusi, išskyrus Ceiloną ir Trinidadą. Prancūzija turėjo išvesti kariuomenę iš Egipto ir grąžinti popiežiui Romą. Po Amjeno taikos Prancūzijoje surengtame plebiscite Napoleonas buvo paskelbtas “konsulu iki gyvos galvos”.
Ekonomikos augimas
Panaikinus feodalizmą, Prancūzijoje susidarė palankios sąlygos kapitalizmo vystymuisi tiek žemės ūkyje, tiek pramonėje. XIX a. pr. Prancūzija tebebuvo žemės ūkio šalis. Apie 80% gyventojų sudarė valstietija. Dėl karų padidėjusios žemės ūkio produktų kainos skatino jų gamybą ir prekybą. Per Direktorijos ir konsulato valdymą iškilusi buržuazija plėtojo medvilnės, šilko, vilnonių audinių bei metalurgijos pramonę. Prancūzija XIX a. pr. po truputį žengė į pramonės perversmo laikotarpį. Gamyboje buvo pradėta naudoti garo mašinas, didėjo darbininkų skaičius. Tačiau pramonėje vyravo manufaktūros ir nedidelės amatininkų dirbtuvėlės. 1800 m. buvo įkurtas Prancūzijos bankas. Padidinus netiesioginius mokesčius, vyriausybei pavyko stabilizuoti finansų sistemą. Nuo 1799 m. iki 1802 m. Prancūzijos užsienio prekybos apimtis išaugo nuo 553 mln. iki 790 mln. frankų. 1810 m. Prancūzijos pramonė net 50% viršijo ikirevoliucinį lygį. Napoleonas prekybos ir pramonės įmonių savininkams suteikė teisę su tarnautojais ir darbininkais sudaryti sutartis. Civilinis kodeksas
Pasirašius su Austrija taikos sutartį, Napoleonas energingai tvarkė šalies valdymą ir įstatymų leidimą. Jau 1800 m. buvo sudaryta komisija, turėjusi parengti civilinės teisės kodeksą. Šis kodeksas turėjo tapti juridinio Prancūzijos gyvenimo pagrindu. Kodeksą rengė keturi įžymūs teisininkai. Parengtas įstatymų rinkinys vėliau buvo pavadintas Napoleono kodeksu ir iki šių dienų nėra oficialiai atšauktas, tik tebevadinamas civiliniu kodeksu. 1804 m. kovo mėn. kodeksas buvo oficialiai paskelbtas. Jis Prancūzijoje įtvirtino naują valstybinę santvarką, garantavo privačios nuosavybės teisėtumą. Šiame kodekse buvo įtvirtinta ir piliečių lygybė prieš įstatymą, asmens neliečiamumo bei sąžinės laisvės teisė. Civilinis kodeksas buvo įvestas daugelyje Napoleono užkariautų šalių. Europoje viešpataujant feodalizmui, užkariautose šalyse šis kodeksas turėjo pažangią reikšmę, nes įtvirtino teisinius kapitalistinės santvarkos principus.
Imperijos paskelbimas
Nuo pat Napoleono valdymo pradžios rojalistai nuolatos rengdavo sąmokslus prieš pirmąjį konsulą. Įstatymų leidžiamosios valdžios atstovai teigė, kad reikia padaryti galą tokiai padėčiai, kai nuo vieno žmogaus gyvybės priklauso šalies likimas. Todėl konsulatą buvo pasiūlyta pakeisti paveldima monarchija. Įvedus paveldimą monarchiją, rojalistai galutinai būtų praradę viltį sugrąžinti į sostą Burbonus, nes Prancūzijoje įstatymiškai būtų atkurta monarchija. Napoleonas, trokšdamas pabrėžti, kad yra imperatoriaus Karolio Didžiojo įpėdinis, panoro imperatoriaus titulo. Šį Napoleono ketinimą palaikė buržuazija, kuri bijojo, kad sugrįžę į valdžią Burbonai atims iš jų naujai supirktas žemes. 1804 m. balandžio mėn.
