Federalistų partija
1789 m. įvyko JAV prezidento rinkimai. Pirmuoju respublikos prezidentu, gavęs visus balsus, buvo išrinktas Dž. Hamiltonas reikalavo, kad valstybė veikliai skatintų pramonę ir prekybą, nes tik taip, anot jo, JAV galinčios tapti ūkiškai nepriklausomos nuo Europos šalių. Amerikiečių pramonės apsaugai nuo užsienio konkurencijos jis siūlė daugelį protekcionistinių priemonių: nustatyti didelius muitus įvežamiems pramonės dirbiniams, uždrausti žaliavų išvežimą ir kt. Hamiltonas taip pat ragino naudotis visais Europos technikos laimėjimais, planavo valstybės lėšomis tiesti plentus ir kasti kanalus.
Demokratų respublikonų partija
Tačiau centrinės valdžios, remiamos turtingosios buržuazijos, stiprinimui ir valstybės skatinamos pramonės plėtotės programai labai priešintasi. Federalistai buvo įtarinėjami siekiantys įvesti despotišką monarchinę valdžią, nesiskaitančių su valstijų teisėmis ir piliečių laisvėmis. Nepagrįstai kaltindami Hamiltono šalininkus monarchizmu, jų priešininkai, kuriems vadovavo „Nepriklausomybės deklaracijos” autorius T. Džefersonas, pasivadino demokratais respublikonais. Šią partiją palaike dauguma fermerių ir plantatorių. Juos traukė ne tiek demokratiniai šūkiai, kiek tai, kad Džefersonas skelbė kovosiąs su bankininkais ir kitais miestų turtuoliais, kurie pigiai supirkdavo žemės ūkio produktus ir imdavo dideles palūkanas už plantatoriams ir fermeriams duodamas paskolas.
Nepasitenkinimas federalistų valdžia
Kaimiečiai išvis nepasitikėjo miestu bei miestiečiais, buvo nepatenkinti augančiais valstybiniais mokesčiais, kurių didelę dalį federalistų valdžia skyrė nuolatinės kariuomenės bei laivyno kūrimui. Stipri centrinė valdžia galėjo atimti iš pietinių valstijų teisę pačioms spręsti; ar išlaikyti, ar panaikinti vergiją.
Tad XVIII a. pabaigoje susidarė laikina fermerių ir plantatorių sąjunga, pagrįsta bendrais jų nesutarimais su miestiečiais. Įprastiniu visai tolesnei XIX a. JAV istorijai virto ir nuomonių nesutapimas tarp centrinės valdžios stiprinimo ir valstijų teisių neliečiamumo šalininkų. Beje, įvairūs prieštaravimai buvo sprendžiami taikiai, laikantis konstitucijos ir „Teisių bilio”.
Naujos sostinės įkūrimas
Abiem pusėms darant nuolaidų, pavyko susitarti dėl nuolatinės valstybės sostinės. T. Džefersono reformos
Federalistai JAV politiniame gyvenime viešpatavo neilgai. 1800 m. prezidentu buvo išrinktas T. Džefersonas. Plantatoriai savo svarbiausiais priešininkais vis dar laikė Naujosios Anglijos turtinguosius miestiečius bei stengėsi ir toliau jungtis su fermeriais. Vardan šios sąjungos prezidentas vergvaldys A. Džeksonas pasiekė, kad kongresas galutinai panaikintų turto cenzą suaugusiemsvyrams. Visiems jiems, išskyrus negrus ir indėnus, neatsižvelgiant į turimos nuosavybės dydį, buvo suteikta rinkimų teisė. Įdomu tai, kad Atstovų rūmuose pietinėms valstijoms buvo nustatomas vietų kiekis nuo bendro suaugusių vyrų skaičiaus, pridedant ir negrus, nors šie rinkimų teisės tada, aišku, neturėjo. Pramonės ir technikos plėtojimasis
Hamiltono planai kurti pramonę ir tiesti kelius liko popieriuje, bet ūkis sparčiai augo ir be tiesioginės valstybės paramos. Technikos išradimai ir mašinos patekdavo su persikėlėliais iš Anglijos, kurių srautas neišseko ir po JAV susikūrimo. Pirmasis verpimo fabrikas Šiaurės Amerikoje pradėjo veikti jau 1790 m., greitai imta naudoti ir garo mašinas. Tiesa, jų diegimų stabdė tai, kad JAV Rytuose buvo gausu sraunių upių ir ilgų laiką dauguma fabrikų naudojo vandens jėgą. Pavyzdžiui, 1840 m. tik apie dešimtadalį JAV verpimo ir audimo fabrikų turėjo garo mašinas, o Anglijoje tokių fabrikų buvo trys ketvirtadaliai.
Tačiau garo mašinų fabrikuose pamažu daugėjo, sparčiai augo ir medvilninių audinių gamyba. Greitai pagal jos apimtį JAV atsidūrė antroje vietoje pasaulyje po Anglijos. Plėtojosi metalurgijos ir metalo apdirbimo pramonė. Tam palankias sąlygas sudarė gausūs naudingųjų iškasenų — geležies rūdos ir akmens anglių — klodai. XIX a. viduryje jau veikė dideli mašinų fabrikai Niujorke ir Pensilvanijoje, daugiausia gaminantys garo variklių. Persikėlėliai iš Europos gaudavo darbo pramonėje; jų atlyginimas buvo daug didesnis negu senojoje tėvynėje. Dar labiau juos traukė galimybė įsigyti žemės, kurios Europoje taip trūko, ir pasidaryti fermeriais. Tačiau fermerių ūkis vyravo tik šiaurinėse valstijose. Ten vyko ir minėtasis pramonės perversmas, buvo sparčiai tiesiami geležinkeliai ir kasami kanalai. O Pietuose ne tik išliko, bet ir toliau plito vergvaldžių plantacijos.
Medvilnės paklausos augimas
Nepriklausomybės karo metais daugelis amerikiečių mąstytojų ir valstybės veikėjų tikėjosi, kad vergiją pasiseks greitai panaikinti arba ji išnyks savaime. Iš tikrųjų atsitiko kitaip.
