30. Austrija-Vengrija ir Balkanų tautos

Austrijos imperija 1815-1867 m.

Vienos kongrese Austrija vaidino vieną pagrindinių vaidmenų sudarant taiką Europoje. Austrijos kancleris K. Meternichas pirmininkavo kongreso posė­džiams ir turėjo nemažai įtakos nustatant naują pokarinę tvarką Senajame žemyne.

Vienos kongrese Austrija galutinai atsisakė savo buvusios provincijos – Bel­gijos. Už tai Austrijai buvo grąžintos Napoleono atplėštos Šiaurės Italijos teri­torijos – Lombardija ir Venecija. Austrija vadovavo Vienos kongrese sukurtai Vokietijos sąjungai.

Sudaryta taika ir įsivyravusi jėgų pusiausvyra dažnai vadinama Meternicho sistema. Austrijos kancleris buvo už tai, kad visose Europos šalyse būtų atkur­tos senosios monarchijos ir išlaikytos kongrese nustatytos valstybių sienos. To­dėl Austrija aktyviai slopino revoliucinius ir nacionalinius judėjimus ne tik Vo­kietijos sąjungos kunigaikštystėse, bet ir Italijoje, Lenkijoje.

Pirmoje XIX a. pusėje Austrijoje prasidėjo pramonės perversmas. Ypač sparčiai pramonė vystėsi Čekijoje bei Austrijos sostinėje Vienoje.

Besiplečiant fabriki­nei gamybai, išaugo ir socialinės problemos. Miestus užplūdo vargingi valstiečiai, ieškantys dar­bo ir pragyvenimo šalti­nio. Ne tik skurdas, ne­darbas, bet ir nacionali­nės problemos aštrino pa­dėtį Austrijoje. Habsburgų imperija buvo daugia­tautė. Čekai, lenkai, slo­vakai, vengrai, kroatai ir kitos tautos buvo nepa­tenkintos vokiečių domi­navimu ekonominiame bei politiniame šalies gy­venime.

Nežiūrint šių proble­mų, buvo ir nemažai per­tvarkymų. Valstybės val­dymas buvo gerokai liberalizuotas. Daugiau teisių buvo suteikta vietiniams valdžios organams. Galicijai, Kroatijai, Slovėnijai su­teikta ribota autonomija. Mokyklų nebekontroliavo Bažnyčia, buvo reformuoti teismai ir suteiktos lygios teisės žydams. Praktiškai buvo panaikinta cenzūra, įvykdyta kariuomenės reforma.

Lygių teisių suteikimas Vengrijai

Austrijai pralaimėjus Italijoje ir patyrus nesėkmę prieš Prūsiją, iškilo būtinybė reformuoti imperiją. Ypač ak­tyviai autonominių teisių ėmė reikalauti vengrai. Po ilgų derybų, 1867 m. birželio mėn. Pranciškus Juoza­pas I pritarė naujai imperijos konstitucijai ir Vengrijos teisių sulyginimui su Austrija. Vengrija ir Austrija ta­po savarankiškos imperijos dalys, kurias vienijo per­sonalinė unija, t.y. Austrijos imperatorius buvo renka­mas Vengrijos karaliumi. Abi valstybės dalys turėjo savo atskirus parlamentus ir vyriausybes. Bendra buvo tik užsienio politika, ka­riuomenė ir valstybės finansai.

Tačiau lygių teisių suteikimas vengrams neišsprendė visų nacionalinių pro­blemų. Nepatenkintos naująja tvarka liko slavų tautos.

Nacionalinis judėjimas ir autonomijos siekiai

Sekdami Vengrijos pavyzdžiu, plačios autonomijos, būdami Austrijos sudėtyje, reikalavo čekai. 1871 m. buvo parengtas planas sukurti trilypę monarchiją, t.y. Čekijai suteikti tokias pačias teises, kaip ir Vengrijai. Pranciškus Juozapas I turėjo būti karūnuotas Čekijos karaliumi. Tačiau šį planą įgyvendinti sutrukdė vokiečiai, gyvenę Čekijos teritorijoje. Jie bijojo prarasti savo vyraujančią padė­tį ir nuogąstavo, kad po čekų kitos tautos pareikalaus nepriklausomybės. Todėl imperatorius buvo priverstas atsisakyti planų suteikti čekams autonomiją. Če­kams buvo suteikta tik teisė turėti daugiau savo atstovų Austrijos parlamente. Greta vokiečių kalbos, valstybine buvo pripažinta ir čekų kalba.

Galicijoje privilegijuotą padėtį užėmė lenkai. Jie turėjo nemažą autonomiją, ypač švietimo sistemoje. Galicijos ukrainiečiams tokių teisių nebuvo suteikta. Pietinėje Austrijos dalyje privilegijuotą padėtį užėmė slovėnai, o italų mažu­mos teisės, priešingai, buvo varžomos.

Vengrijoje buvo vykdoma griežta nacionalinė politika ir stengiamasi nutau­tinti kitas mažumas. Nors didžiausiai tautinei mažumai – kroatams – buvo su­teikta autonomija, tačiau nutautinimo pastangos sukėlė jų pasipriešinimą. Taip kroatai ėmė vis labiau siekti susijungti su serbais, prasidėjo judėjimas už visų Pietų slavų susivienijimą.

Tačiau nė viena iš Austrijos-Vengrijos imperijoje gyvenusių tautų XIX a. pab.-XX a. pr. nesiekė visiškos nepriklausomybės. Buvo kuriami planai ir rei­kalaujama, kad ši valstybė taptų lygiateisių tautų sąjunga, vadovaujant Habsburgams. Austrija-Vengrija turėjo tik siaurą išėjimą prie Adrijos juros, todėl buvo baiminamasi, kad pietų slavų tautoms pareikalavus nepriklausomybės Austrija prarastų uostus. Dėl šios priežasties kilo konfliktas su Serbija, siekusia vienyti pietų slavų tautas.

Nepriklausomų valstybių Balkanuose susikūrimas

XIX a. pr. nepriklausomybę nuo Turkijos imperijos išsikovojo graikai. Po išsi­vaduojamojo karo 1821-1829 m. Graikijos nepriklausomybę pripažino Vakarų šalys. Tapusi nepriklausoma Graikijos karalystė siekė suvienyti visas istorines graikų žemes, visų pirma Makedoniją ir Kretos salą. Dėl to Graikija įsitraukė į nuolatinius karus su Turkija.

Kelis šimtus metų turkų pavergta Serbija XIX a. pr. išsikovojo autonomiją. 1878 m. Berlyno kongrese, surengtame po Rusijos ir Turkijos ka­ro, aptarta Balkanų ateitis. Serbija pasiekė vi­sišką nepriklausomybę ir pasiskelbė karalyste.

Padedant Rusijai, Bulgarija 1878 m. nugalė­jo Turkiją ir paskelbė nepriklausomybę. Tačiau jai teko susidurti su Rusijos mėginimais įsigalė­ti šioje jaunoje valstybėje. 1885-1887 m. kilus konfliktui su Rusija, Bulgarija paramos susilau­kė iš Austrijos-Vengrijos.

Rumunijos valstybė buvo sukurta po Krymo karo 1858 m. Paryžiaus kongrese. Vakarų šalys garantavo Rumunijos autonomiją Turkijos im­perijos sudėtyje. Tik po dvidešimties metų, 1878 m. Berlyno kongrese Rumunijai buvo su­teikta visiška nepriklausomybė. Rumunija tapo karalyste.

Taip iki pirmojo pasaulinio karo Balkanuose susikūrė daug nepriklausomų valstybių. Tarp jų dominavo Serbija, raginusi susijungti į sąjungą pietų slavų tautas, skatinusi jas atsiskirti nuo Austrijos-Vengrijos imperijos.
