Jakobinų atėjimas į valdžią
Jakobinai, remiami Paryžiaus sankiulotų, sudarė sukilimo komitetą. Sukilimas prasidėjo 1793 m. gegužės 31 d., kai komunos delegacija iš Konvento pareikalavo suimti žirondistų lyderius. Konventui šį reikalavimą atmetus, birželio 2 d. apie 100 tūkst. ginkluotų sankiulotų ir nacionalinės gvardijos karių apsupo Konventą. Agresyvi minia šaukė: “Tegyvuoja respublika!”, “Mirtis Žirondai!” Konventas, nusileisdamas liaudžiai, priėmė nutarimą suimti žirondistų lyderius. Taip visa valdžia Paryžiuje atiteko jakobinams. Netrukus iš Konvento buvo pašalinti visi žirondistai, o “pelkės” deputatai perėjo į jakobinų pusę. Konvente, įsigalėjus jakobinams, susidarė palankios sąlygos priimti ryžtingus sprendimus.
Visuomenės pertvarkymai ir jakobinų konstitucija
1793 m. birželio mėn. Konvente buvo priimti du svarbūs dekretai. Pirmasis dekretas suteikė teisę emigrantų žemes parduoti mažais sklypeliais, už juos išsimokant per dešimt metų. Antruoju – galutinai ir be išpirkos žemė tapo valstiečių nuosavybe. Šios jakobinų reformos negrįžtamai panaikino feodalizmą Prancūzijos kaime. Konvento deputatai užsitikrino valstiečių paramą visoje šalyje.
1793 m. birželio pab. Konventas priėmė naują Prancūzijos konstituciją. Įstatymų leidžiamoji valdžia priklausė Nacionaliniam susirinkimui, kuris turėjo būti renkamas vieneriems metams. Rinkimų teisę gavo visi vyrai, sulaukę 21-erių metų amžiaus, nepriklausomai nuo jų turtinės padėties. Nacionalinis susirinkimas rinko vyriausybę, kurią sudarė 24 narių Vykdomoji taryba. Svarbiausius Nacionalinio susirinkimo įstatymus turėjo patvirtinti visuotinis referendumas. Ši konstitucija įtvirtino neatimamas žmogaus teises: laisvę, saugumą ir privačią nuosavybę. Liepos mėn. konstitucija buvo patvirtinta referendumu. Tačiau realiai konstitucija neįsigaliojo, nes norint išrinkti Nacionalinį susirinkimą, reikėjo paleisti Konventą, o tai padaryti karo sąlygomis buvo pavojinga. Konstitucijos įsigaliojimas buvo atidėtas iki tol, kol įsigalės taika. 1793 m. spalio mėn. Konventas įvedė laikiną revoliucinį valdymą, kuris ir yra vadinamas jakobinų diktatūra. Didžiulius įgaliojimus šalyje turėjo Konvento išrinktas Visuomenės gelbėjimo komitetas, kuris tvarkė gynybos reikalus, vidaus ir užsienio politiką. Jakobinai, siekdami nutraukti ryšį su feodaline praeitimi, 1793 m. spalio 5 d. dekretu įvedė naują kalendorių. Metai buvo pradėti skaičiuoti nuo Respublikos paskelbimo. Jakobinai keitė gyvenviečių, aikščių, gatvių pavadinimus. Naujagimiai buvo pavadinami vardais, susijusiais su respublika ir revoliucinėmis vertybėmis (pvz.: Sankiulotas, Maratas ir kt.). Kaip lygybės simbolis buvo pradėtas vartoti kreipinys “tu”.
Karas su užsienio valstybėmis
1793 m. pavasarį Prancūzijos padėtis buvo katastrofiška. Prūsijos kariuomenė įžengė į Elzasą, austrai šiaurės rytų Prancūzijoje užėmė keletą tvirtovių, anglai įsitvirtino Tulone ir Korsikos saloje.
Jakobinai, siekdami veiksmingai organizuoti respublikos gynybą, per trumpą laiką sugebėjo iš esmės pertvarkyti ginkluotąsias pajėgas. Šalyje buvo įvesta visuotinė karo prievolė, kariuomenės vadais tapo nauji gabūs žmonės, kurių daugelis buvo kilę iš paprastos liaudies. Pradėta steigti naujas valstybines karines manufaktūras, gaminusias šautuvus ir patrankas. Kariniais tikslais buvo pradėta taikyti technikos naujoves. Žvalgybai ir mūšio veiksmus stebėti buvo naudojami oro balionai. Chemikai pritaikė naują parako gamybos būdą, leidusį atsisakyti salietros, kurios atsiveždavo iš Indijos. Pirmą kartą susisiekimui buvo panaudotas optinis telegrafas. Sukurta nauja karo taktika. Vietoj būdingo puolimo ištęstomis linijomis prancūzai ėmė taikyti išsklaidytą šaulių rikiuotę, derindami ją su puolančiomis kolonomis. Taip pagrindinės jėgos buvo rikiuojamos svarbiausiam smūgiui. Per trumpą laiką jakobinai sugebėjo sutelkti daugiau kaip vieno milijono žmonių kariuomenę. 1793 m. rudenį ir žiemą visuose karo frontuose įvyko lemiamas persilaužimas. Jaunas kapitonas Napoleonas Bonapartas sumaniai vadovavo Tulono šturmui. Koalicijos armijos, neturėdamos vieningo vadovavimo, veikė neryžtingai ir iki 1794 m. pr. buvo išstumtos iš Prancūzijos teritorijos.
Karas su kontrrevoliucija ir teroras
Sudėtinga buvo ir vidaus padėtis. Iš 83 departamentų 50 stojo prieš jakobinų vadovaujamą Konventą. Plėtėsi Vandėjos sukilimas, kuris pasižymėjo ypatingai atkaklia kova. Vandėjos provincijoje valstiečiai, skatinami kunigų, sukilo prieš respubliką ir siekė atkurti monarchiją.
Kariuomenės ir žiaurių priemonių pagalba jakobinams pavyko sukilimą numalšinti. Pablogėjo Prancūzijos ekonominė padėtis, nuolatos truko maisto produktų. Vyko liaudies bruzdėjimai, kuriuose buvo reikalaujama nustatyti pastovias kainas, užkirsti kelią spekuliacijai, aprūpinti varguomenę maistu. Jakobinai įvedė Visuotinio maksimumo įstatymą. Buvo nustatytos pastovios duonos, miltų, cukraus, druskos, tabako, anglies ir pašarų kainos. Už šių produktų slėpimą ar spekuliavimą jais grėsė mirties bausmė. Turtingiesiems buvo pradėta taikyti priverstines neatlyginamas paskolas ir rekvizicijas. Jakobinai, norėdami sėkmingai kovoti su kontrrevoliucija, ėmėsi teroro politikos. Šios politikos įrankiu tapo Revoliucinis tribunolas, kurio sprendimai buvo galutiniai ir neapskundžiami. Jakobinai teigė, kad teroras išgelbėjo šalį. Įvertindamas jakobinų atėjimą į valdžią ir masinį terorą revoliucijos priešams, žirondistas P. Vernjo ištarė garsiuosius žodžius: “Revoliucija kaip Saturnas ryja savo vaikus”.
Prieštaravimai tarp jakobinų
1793 m. pab. jakobinai, įveikę kontrrevoliucija ir užsienio intervenciją, įsitvirtino valdžioje. M. Robespjeras tapo jakobinų diktatūros vadovu. Jų manymu, reikėjo panaikinti visuotinio maksimumo įstatymą, kitus apribojimus ir sudaryti taiką su užsienio valstybėmis. Kairieji jakobinai, kuriems vadovavo Ž. Eberas, ragino toliau tęsti teroro politiką. Pabrėždami, kad Paryžiuje trūksta būtiniausių produktų, jie kvietė sankiulotus sukilti. Tačiau nesulaukę sankiulotų pritarimo, Ž. Eberas ir jo šalininkai buvo suimti, apkaltinti sąmokslu prieš respubliką ir giljotinuoti. Netrukus buvo giljotinuoti ir nuosaikiųjų jakobinų lyderiai. Ž. Dantenas budeliui Samsonui prieš mirtį tarė: “Parodysi mano galvą žmonėms – ji to verta”. Susidorojęs su savo priešininkais, M. Daugelis Konvento deputatų taip pat siekė nutraukti terorą ir atkurti politines laisves. Tačiau jakobinai, bandydami toliau stiprinti savo pozicijas, priėmė įstatymą, sugriežtinantį terorą. Liepos 27 d. (termidoro 9), prasidėjus Konvento posėdžiui, deputatas Taljenas atsistojęs prabilo: “Vakar vakare jakobinų klube aš drebėjau dėl respublikos. Nusprendžiau: jeigu Konventas neišdrįs smogti tironui, aš išdrįsiu, ir jeigu reikės – šituo daiktu,” – ir išsitraukė durklą. Daugelis deputatų audringai pritardami pradėjo skanduoti: “Tironija!”, “Diktatūra!” Konvento nutarimu jakobinų lyderiai ir M. Robespjeras buvo suimti ir uždaryti į kalėjimą. Po kelių valandų M. Robespjeras ir jo šalininkai, išvaduoti Nacionalinės gvardijos, atvyko į Paryžiaus rotušę. Tačiau sostinės sankiulotai M. Robespjero neparėmė. Konventui ištikimi Nacionalinės gvardijos daliniai užėmė rotušę. Liepos 28 d. M. Robespjeras ir 21 jo šalininkas be jokio teismo buvo giljotinuoti. Termidoro 9 d. perversmu šalyje baigėsi teroras. Išvarginta penkerių revoliucijos metų, karo, teroro Prancūzijos visuomenė pritardama sutiko jakobinų nušalinimą nuo valdžios.
