Po Trisdešimties metų karo Europos centre iškilo nauja galinga valstybė — Prūsijos karalystė. XVIII a. viduryje, po Septynerių metų karo, ji buvo pripažinta didžiąja valstybe greta Prancūzijos, Austrijos, Rusijos ir Anglijos. Prūsija — svarbiausia Lenkijos-Lietuvos valstybės padalijimų kaltininkė. Joje gyveno daug lietuvių.
Brandenburgas ir Prūsija tampa viena valstybe
Vokietijos rytinėje dalyje, nukariautose slavų žemėse, dar XII a. pabaigoje susikūrė Brandenburgo kunigaikštystė, kurios sostinė buvo Berlynas. Nuo 1415 m. šią kunigaikštystę valdė Hohencolernų giminė. Iš jos buvo kilęs paskutinis Kryžiuočių ordino magistras Albrechtas. 1525 m. jis drauge su diduma Ordino riterių išsižadėjo katalikų tikėjimo ir, priėmęs Liuterio mokymą, pasiskelbė pasaulietiniu Prūsijos kunigaikščiu. Tais pat metais Krokuvoje buvo pasirašyta sutartis tarp Lenkijos ir Prūsijos. Prūsija tapo Lenkijos karaliaus lenu (Albrechtas ir jo įpėdiniai gavo paveldimą teisę į Prūsijos sostą).
1618 m., išmirus Albrechto vyriškos giminės palikuonims, lenas grįžo Lenkijai, tačiau jos karalius ir Lietuvos didysis kunigaikštis Zigmantas Vaza seimo nutarimu atidavė Prūsijos sostą Brandenburgo kunigaikščiui. Tad Prūsija ir Brandenburgas, skiriami lenkų žemių, atsidūrė vieno kunigaikščio valdžioje ir iš tikrųjų jau tapo viena valstybe. Pavojų, kad Hohencolernai mėgins sujungti savo valdas, užgrobdami Lenkijos žemes, tada dar vargu ar buvo galima numatyti.
Ekonominė padėtis
Tiek Brandenburgas, tiek Prūsija buvo palyginti neturtingos ir retai gyvenamos kunigaikštystės. Žemės čia nederlingos, daug smėlynų ir pelkių. XVII a. nemaži plotai plytėjo beveik visai negyvenami. Nei Brandenburge, nei juo labiau Prūsijoje nebuvo didelių ir turtingų miestų, kaip kad Pietų bei Pareinės Vokietijoje ir Hanzos sąjungos šiaurinėje dalyje. Hohencolernų valdos išimtinai žemės ūkio kraštas. Diduma valstiečių buvo baudžiauninkai, jie eidavo lažą bajorų dvarininkų (vadinamų junkeriais) palivarkuose.
Kaip ir visoje Vokietijos dalyje, esančioje į rytus nuo Elbės, baudžiava Brandenburge bei Prūsijoje viduramžių pabaigoje ne tik neišnyko, bet dar labiau sustiprėjo. Junkeriai plėtė palivarkus, didino lažo dienų skaičių, visaip stengėsi mažinti valstiečių sklypus, iš kai kurių išvis atimdavo žemę. Tačiau kitaip, negu buvo Anglijoje, praradę sklypus valstiečiai pasilikdavo kaime ir virsdavo junkerių kumečiais, taigi neištrūkdavo iš baudžiavinės priklausomybės. Palivarkuose bei valstybės dvaruose auginami rugiai, kviečiai ir miežiai, taip pat galvijai turėjo didelę paklausą užsienio rinkoje. Per Baltijos jūros uostus jie buvo gabenami į Švediją, Angliją, Olandiją ir net į Viduržemio jūros pakrančių šalis. XVII a. antroje pusėje, kai dėl kazokų maištų Ukrainoje ir karų su Rusija bei Švedija grūdų išvežimas iš Lenkijos-Lietuvos valstybės beveik nutrūko, žemės ūkio produktų paklausa Europos rinkose smarkiai išaugo. Tad junkeriai, plėsdami gamybą ir eksportą, gaudavo neblogas pajamas. Hohencolernai globojo junkerius, kurie drauge su Liuteronų bažnyčia ir kariuomene buvo jų valdžios ramstis.
Frydricho Vilhelmo valdymo pradžia
Valstybės galią ėmė stiprinti kunigaikštis Frydrichas Vilhelmas (1640—1688). Jau pačioje savo valdymo pradžioje jis griežtomis priemonėmis įvedė drausmę kariuomenėje, kuri Trisdešimties metų karo laikotarpiu plėšikavo ir siaubė ne tik priešų, bet ir savo kraštą. Per šį karą Brandenburgas smarkiai nukentėjo, gyventojų sumažėjo perpus, tačiau pagal 1648 m. Vestfalijos taiką Hohencolernai išplėtė savo valdas. Jiems atiteko rytinė Pomeranijos dalis, kas suteikė tiesioginį priėjimą prie Baltijos jūros, ir Magdeburgo kunigaikštystė.
Kariuomenė
Frydrichas Vilhelmas nuosekliai didino ir stiprino kariuomenę, nes buvo įsitikinęs, kad tik jos padedamas galės paversti savo valstybę reikšminga jėga, su kuria skaitysis kaimynai. Tuometinėse Europos valstybėse nemažai surinktų pinigų nepatekdavo į iždą Juos pasisavindavo valdininkai. Su valstybės lėšų grobstymu, kyšininkiavimu taikstėsi beveik visi valdovai. Tik Frydrichas Vilhelmas ir jo įpėdiniai dėjo gana sėkmingas pastangas išgyvendinti valdininkų piktnaudžiavimus, sukurti veiklių, daugmaž sąžiningą administraciją. Kunigaikštis įvedė nuolatinius mokesčius: tiesioginį žemės mokestį ir netiesioginį – alaus. Jų rinkimui palengvinti valstybė buvo suskirstyta į apskritis, valdomas karinių komisarų. Visos lėšos ėjo išlaikyti nuolatinei kariuomenei, ir joje Frydricho Vilhelmo valdymo pabaigoje jau buvo 30 tūkst. karių, t. y. kur kas daugiau, negu taikos metu turėjo Lenkijos-Lietuvos valstybė, kurioje gyveno beveik dešimteriopai daugiau žmonių. Tiesa, su tokia armija Hohencolernai dar negalėjo vykdyti plačių užkariavimų, bet jie sumaniai naudodavosi didesnių valstybių tarpusavio karais.
Leninės priklausomybės panaikinimas
1655 m. Frydrichas Vilhelmas tapo Švedijos, užpuolusios Lenkiją ir Lietuvą, sąjungininku. Jo kariuomenė drauge su švedais užėmė Varšuvą. Tačiau kai užpuolikams pradėjo nesisekti, jis nuo jų atsimetė ir padėjo išvyti juos iš Lenkijos. Frydrichas Vilhelmas buvo taupus ir net šykštus valdovas, nemėgo prabangos ir brangių pramogų. Armija, rekrutų prievolė, junkeriai
Armijos išlaikymui ėjo beveik 4/5 valstybės iždo išlaidų. Karių skaičius pasiekė 83 tūkst. Prūsija tapo ketvirtąja (po Rusijos, Prancūzijos ir Austrijos) karine galybe Europoje, nors savo teritorijos dydžiu buvo dešimta, o gyventojų skaičiumi — trylikta tarp visų kitų žemyno valstybių.
Surinkti reikiamą kareivių skaičių nebūdavo paprasta. Savanorių mažai atsirasdavo, nes Prūsijos kariuomenėje viešpatavo griežčiausia drausmė, tarnyba buvo menkai mokama. Karalius surado išeitį — rekrutų prievolę. Kiekvienas Prūsijos kariuomenės pulkas turėjo savo apygardą, vadinamą kantonu. Visi joje gyvenantys jauni vyrai, išskyrus bajorus ir dvasininkus, būdavo įtraukiami į rekrutų sąrašą. Kai pritrūkdavo savanorių (taip atsitikdavo beveik visada), į tarnybą būdavo šaukiami vyrai pagal rekrutų sąrašą. Dešimčiai valstiečių kiemų apytikriai tekdavo vienas šaukiamasis. Tarnauti reikėdavo dvidešimt metų, tačiau dalis rekrutų buvo šaukiama tik dviejų mėnesių pavasario pratyboms, o paskui paleidžiama namo.
Į rekrutus dažniausiai patekdavo neturtingi valstiečiai ir miestiečiai, kumečiai, taip pat triukšmadariai ir net valkatos. Gerai ūkininkaujantys valstiečiai, nagingi amatininkai ir turtingi miestiečiai taikos metu nebūdavo imami. Tokia kariuomenės rinkimo tvarka, dar vadinama kantonų sistema, leido palyginti neturtingai Prūsijai sudaryti ir išlaikyti didžiulę armiją.
Karininkais, kurių irgi daug reikėjo, tapdavo junkerių sūnūs. Frydrichas Vilhelmas I stengėsi, kad kuo daugiau jų patektų į karinę tarnybą. Daugelis junkerių vaikų nuo 12 metų amžiaus būdavo atskiriami nuo šeimos ir siunčiami j kadetų mokyklas, rengiančias karininkus. Tėvams nenorint atiduoti vaikų, jie būdavo paimami jėga.
